Thursday, January 9, 2003 at 7:32 PM, the regular Middlebury Township board meeting was held at the Ovid Municipal Building. Supervisor Anthony Sinicropi led the pledge to the flag and trustee Charles Simpson gave a prayer. Sinicropi, clerk Nancy Watkins, treasurer Carolyn Stevens, Simpson, and trustee Paul Dutton were present. There were no visitors. There was no public comment although Sinicropi indicated MMPA has not heard from the state on resuming spraying wastewater in Middlebury. They asked to be put on the agenda for February. Dutton made a motion to approve the agenda, Simpson seconded. Carried. Dutton suggested investigating that reports be placed on the agenda earlier. Dutton made a motion to approve the board minutes of December 12, 2002 as written, Simpson seconded. Carried. Simpson made a motion to pay bills in the amount of $11026.76 (checks 1214-1224) Dutton seconded. All ayes. Carried. Stevens will put a notice in the paper for collection of taxes at her home February 14. Dec revenue check was $21743. R Semans sent another letter to the board indicating his resignation from the planning commission and that it needs to have consistent attention. Sinicropi said he will contact citizens for this and set up a meeting for them. Dutton indicated he will attend the seminar Jan 23 in Caledonia as one portion is on annexation. Mosquito control, recent land divisions, and the Par plan zoning course were touched on. Leighton Leighty entered the meeting at 8:10 PM Sinicropi reported on his January 8 meeting with Ovid Village president and the O-E superintendent. The school will build the sewer from the village to Leonard Elementary but the question is who will own the sewer, the village, Middlebury township or the school? Within a week Sinicropi wishes questions on the project to be directed to the attorney who serves both the school and village. They will respond at the next board meeting February 13. Sinicropi made a motion to appoint Anthony Sinicropi, Charles Simpson and Harold Goodrich to the new Emergency service board for a term of two years, Stevens seconded. Carried. The board will meet on the fourth Wednesday of the month. The preliminary budget was discussed with salary concerns. Watkins indicated deputies need more money. They now make the minimum. State revenue sharing will be down 3.5% The Maple Grove Cemetery Authority has a $350 fee from Shiawasse for the property purchase. It is a lenghty process to remove this. Middlebury cemetery pump was discussed with Dutton offering a new point and Mike Stevens a new pump with the possibility for a new shallow well to be dug.
