Thursday, April 10, 2003 at 7:00 PM the regular Middlebury Township board meeting held in the Ovid Municipal Building was called to order by Supervisor Anthony Sinicropi with the pledge to the flag. Prayer was given by trustee Charles Simpson. Sinicropi, clerk Nancy Watkins, treasurer Carolyn Stevens, trustee Paul Dutton, Simpson and four visitors were present. During public comment Margaret Gulick from the Shiawassee Regional Chamber of Commerce with consultant Jim Yoder requested financial support for J.O.B.S. campaign to increase good paying jobs to the community. Paul Dutton made a motion to approve the agenda with the addition of new road signs to new business. Simpson seconded. Carried. Stevens made a motion to accept the board minutes of March 13, 2003, Dutton seconded. Carried. Simpson made a motion to pay $1,000 to the Ovid Park and recreation program. Stevens seconded. Carried. Dutton made a motion to pay $500 for the removal of tree stumps in Gumaer Park Watkins seconded. Carried. Dutton made a motion to pay bills of 13,000.58 (checks 1000 to 1011) Simpson seconded. All ayes Carried. 7:45 Leighton Leighty entered the meeting. It was decided not to participate in the township exchange this year sponsored by MTA. The Resolution 2003-5 to oppose any reduction or elimination of Michigan State Police was passed. Dutton made the motion seonded by Sinicropi Ayes Simpson, Dutton, Stevens, Watkins, Sinicropi. Nays, none Carried. It was decided to table the financial support of MAGNET as requested by Sheriff Jon Wilson. The state legislature is considering extending truck lengths. The township passed the following Resolution 2003-6 opposing this. Whereas; the Township of Middlebury has expended a great deal of money for the improvement of our roads within the township and Whereas; the State of Michigan already allows trucks heavier than the surrounding States in the Great Lake area and Therefore let it be resolved; That Middlebury Township is opposed to passage of House Bill #4358 and any companion bill introduced in the Senate. Watkins made the motion seconded by Stevens. Ayes Sinicropi, Watkins, Stevens, Dutton, Simpson. Nays none. Carried. 9:00 PM The proposed road projects were discussed and approved. Motion by Simpson and seconded by Dutton for liquid chloride on 29.07 miles 12’ continuous wide $10,000.50. All ayes. Carried Motion by Dutton to gravel Wilkinson Road from Meridian to Warren 23A gravel 1.15 miles for $7,040 seconded by Simpson. All ayes. Carried Motion by Watkins to gravel Dewey Road from Shaftsburg to Baldwin for $6,340. Seconded by Stevens. All ayes. Carried. Motion by Simpson to gravel Wilkinson Road from Carland to Baldwin 23 A gravel 1.06 miles at a cost of $6,690. Seconded by Dutton. All ayes. Carried. Motion by Stevens for reconstruction gravel hauling on Krouse to put culverts $4,675 22A gravel 17625 cost of 22,300 Seconded by Watkins. All ayes. Carried. Motion by Simpson to have bituminous paving on Krouse road from Leland to 4,500 feet (past the bridge) 54,000 minus gas tax of 45,000 cost 9,500. Seconded by Sinicropi. All ayes. Carried. The yearly gradall agreement is 1,467. Road total 63,337.50. Watkins made a motion to give $1489 to the J.O.B.S. campaign in Shiawasse County for a period of one year. Seconded by Stevens. Ayes Simpson, Dutton, Stevens, Watkins, Sinicropi. Nays none Carried. The resignation letter of Sandy Kettler Library representative was received. Watkins made motion to accept the resignation with regrets and thanks to Sandy for her five years of service to the township. Dutton seconded. Carried Dutton reported that he has learned the clerk needs to write a letter to the county road commission requesting township welcome signs on M-21. They will forward it to the state for approval and then signs could be purchased and installed. Leighty had a lengthy discussion on the proposed METRO act PA 48 from information given him tonight and some confusion possibly the township receives more money the current way. May 9 is the deadline for 2003 with December 31, 2003 the absolute final deadline, Simpson suggested tabling until further information. The meeting was recessed at 10:15 to find the final copy of the intergovernmental agreement with the village for the sewer. Efforts to reach the attorney were not successful. Meeting resumed at 10:28 as the document was not available, Sinicropi called a meeting for 6:30 PM at the Ovid Municipal Building to deal with the agreement. 10:30 PM Dutton made a motion to adjourn, Seconded by Watkins, Carried.
