Thursday, May 8, 2003 at 7:00 P.M. the regular Middlebury Township board meeting held at the Ovid Municipal Building was called to order by Supervisor Anthony Sinicropi with the pledge to the flag. Prayer was given by trustee Charles Simpson. Sinicropi, clerk Nancy Watkins, treasurer Carolyn Stevens, trustee Paul Dutton, Simpson and two visitors were present. Deputy Steve Loomis reported he checks the gravel pit at Austin and Simpson for trespassers and has asked violators to leave. The sheriffs report was unavailable but Sinicropi noted Middlebury has been quiet.. 7:20 Leighton Leighty entered. Simpson made a motion to approve the agenda, Dutton seconded. Carried. Dutton made a motion to approve the minutes of the regular April 10 and special meeting of April 14 as presented. Stevens seconded. All ayes. Carried. Dutton made a motion to pay bills in the amount of 1943.09 (1012-1018) Stevens seconded. All ayes. Carried. Treasurers year end report was presented. Stevens discussed the various institutions for interest after discussion Sinicropi made a motion to put $40,000 in a CD at MSU Credit Union for 2 years at 2.65 % interest. Watkins seconded. Ayes Simpson, Dutton, Stevens, Watkins, Sinicropi. Nays none. Carried. Stevens made motions for the 2003-2004 tax year. Stevens made a motion to collect the one percent administrative fee again this year. Dutton seconded, All ayes, no nays, Carried. Stevens made a motion to not accept partial payments this tax year. Sinicropi seconded. After discussion All ayes, no nays. Carried. Stevens made a motion to charge only the NSF fees that we are assessed by the bank. Watkins seconded. All ayes, no nays, Carried. Stevens made a motion that we accept the first payment in as the payment with all others returned to sender. Watkins seconded. All ayes, no nays, Carried. Stevens made a motion to no longer send receipts to taxpayers unless they include a self-addressed stamped envelope. Dutton seconded. In discussion Stevens said she would have a time at her home to collect taxes in person, deferment notices will be available and this year only the mils collected will be 5. All ayes, no nays. Carried. After communications Sinicropi reported residents on First Street will receive letters informing them of the impending construction so they can move plantings. He also said at this time tentatively MMPA does not plan to spray in Middlebury for two years. Leighty had no new insights into the METRO Act so it was tabled again but action must be done by December 31, 2003. Dutton made a motion to appoint Heather Kline to finish the library term, Stevens seconded. All ayes, no nays, Carried. Dutton made a motion to raise the salaries of deputies from $5.15 to $8.00 an hour. Ayes Sinicropi, Watkins, Stevens, Dutton, Simpson, Nays none, Carried. Dutton made a motion that the board of review wage be increased from $55 a day to $65 Simpson seconded it. Ayes Simpson, Dutton, Stevens, Watkins, Sinicropi. Nays none. Carried. The townhall was discussed. Sinicropi pulled the down tree from the drive. The back door needs to be replaced. Sinicropi will get two bids to replace it. Magee offered to clean the townhall for $40. Simpson will reinstall the pump for water. Magee will also mow the grass as needed. Magee reported the cemetery well needs a new pipe. He will hire L& G to push dirt in the back of the cemetery. He assured us the cemetery will be ready by Memorial Day. Village president Bill Lasher reported sewer construction is anticipated for June after school is out. He noted there is a lot for sale on First Street now. Also the ambulance is advertising for a chief. Board members have received complaints on the Berger property on Carland Road and the Metz trailer on M-21. Watkins was instructed to write a letter to zoning expressing our concerns they be cleaned up. Leighty said Middlebury had an ordinance they could use for this if the township was willing to go for the financial considerations.
