Thursday, June 12, 2003 at 7:00 PM the regular Middlebury Township board meeting held in the Ovid Municipal Building was called to order by Supervisor Anthony Sinicropi with the pledge to the flag. Prayer was given by trustee Charles Simpson. Sinicropi, clerk Nancy Watkins, treasurer Carolyn Stevens, trustee Paul Dutton, Simpson and four visitors were present. Simpson made a motion to approve the agenda, seconded by Dutton, Carried. Resident Clarence Trowbridge expressed dismay over the condition of the cemetery, the lack of mowing, no water, and the pile of brush in the back. Sexton Howard Magee responded that the rain made it difficult and he had been attempting to get someone to level the pile. Dutton made a motion to approve the May 8, 2003 board minutes as presented, Watkins seconded. Carried. Dutton made a motion to pay bills in the amount of $23,115.74 (checks 1020-1043) seconded by Simpson. All ayes. Carried. Stevens has received the materials for the summer tax collection. Assessor Steve Schweikert had some updates. MMPA manager Kevin Bodensteiner reported five wells have been drilled for residents impacted by the wastewater. He said DEQ has granted two more years to spray at the current site in Ovid Township. They will monitor the Warren Road site also. Commissioner James Capitan discussed the circuit court decision on the Owosso race track. He desires a meeting between owner Karl Keifer, zoning Don Platt, Sinicropi and himself to discuss the situation more. MSU extension invited the board to a manure tour at Greens in Elsie June 26. Sinicropi has a meeting with Dag’s Construction for a bid on replacing the back door at the townhall. L Leighty entered at 8:15 PM To comply with the METRO act PA 48 of 2002 the board adopted the following resolution 2003-9. Simpson made a motion to reappoint Erin Dutton to the Ovid Public Library board with the term expiring in March 2007 seconded by Stevens. Carried. Watkins made a motion to accept with regret and thanks the resignation of Shari McCallister as deputy clerk. Seconded by Stevens. Carried. Sinicropi made a motion to appoint Audrey Sovis as deputy clerk seconded by Dutton, Carried. Sinicropi then administered the oath of office. Dutton made a motion to permit the Owosso Speedway to have fireworks for July contingent on documentation of adequate insurance given to the supervisor, seconded by Watkins, Carried. Stevens made a motion to accept the auditors letter of review. Seconded by Sinicropi, Ayes Sinicropi, Watkins, Stevens, Dutton, Simpson. Nays none Carried. Reports on the Middlebury Cemetery options for water is repair the pump and possible new shallow well for non human consumption being investigated by Simpson or Stevens suggested bringing in a small tank of water like farmers use. The well will be the first option tried. Watkins is to write a letter to John Quinne to finalized the survey of the new cemetery property. Sinicropi discussed still searching for an adminstrator for the emergency services. Dutton inquired about cooperation with Shiawassee County to take advantage of free equipment for the fire department. Dutton explained the library is short of membership on the board from Ovid. There are some difficulties with the school contract and the computers. At 9:00 PM Stevens made a motion to adjourn, seconded by Dutton. Carried. Nancy Watkins, clerk
