2003-10 Regular Board Minutes
Thursday, October 9, 2003 at 7:00 PM, the regular Middlebury Township
board meeting held in the Ovid Municipal Building was called to order by
Supervisor Anthony Sinicropi with the pledge to the flag. Prayer was given by
clerk Nancy Watkins.
Sinicropi, Watkins, treasurer Carolyn Stevens, trustee Paul Dutton, deputy
clerk
Audrey Sovis, and 3 visitors were present. Trustee Charles Simpson was absent.
Deputy Steve Loomis reported Middlebury has been quiet. Ovid township
Supervisor Jim McClelland reported on the problems with the Emergency
Authority, the fire needs money for equipment and the ambulance needs money for
wages. A pilot program has begun giving EMT’s $6 an hour and first responders
$5.25. This has paid off as the problem early morning hours are now covered. He
anticipates the ambulance will need approximately $134,00 for wages versus an
estimated $45,000 now.
Resident Bruce Pierce representing Middlebury Methodist Church would like
names of residents to mail literature on a new neighborhood program at the
church for activities for all ages. He was advised to contact the equalization
department in Corunna.
Leighton Leighty and Mark Cooley entered the meeting.
Resident Bill Kline had several concerns, the pavement by the new Garber
Bridge on Warren Road is sinking, the area near the Austin Road Bridge is again
turning to a dump. He also voiced concern over several blighted areas, the house
trailer by the Garber Bridge, the scrap salvage by the Old John Deere place.
Other areas were discussed. Dutton made a motion to have Sinicropi contact the
trailer owner to try to resolve the problem as a first step. Stevens seconded.
Carried. If unresponsive other action will be taken.
Dutton made a motion to approve the agenda, Stevens seconded, Carried.
Watkins expressed appreciation to Sovis for the minutes of the September
meeting. Dutton made a motion to approve the 9-11-03 minutes as presented,
Watkins seconded. Carried
Dutton made a motion to pay bills 1087-1094 for $6,233.53, Watkins
seconded. Carried. General account has $66,254.50. State of Michgan revenue was
$21,162.00.
Cable Franchises are exempt from the Metro Act so after discussion Stevens
made a motion to renew the franchise agreement asking for 5% fee to the
township, seconded by Dutton. Roll call Simpson absent, yes, Dutton, Stevens,
Watkins, no Sinicropi, Carried. Cooley is to contact the company.
Stevens made a motion to have Steven Potts replace the back door as the
previous contractor wasn’t able to. Watkins seconded. Carried.
Clerk Nancy Watkins letter of resignation effective 11-15-2003 as she will
be away from the community for extended periods was discussed. Sinicropi thanked
Watkins for the good job she has done. Leighty acknowledged appreciation for the
clerk’s efforts to keep him informed Stevens made a motion to accept with
regret Watkins’ resignation effective November 15, 2003. Dutton seconded.
Carried.
Sinicropi announced he is calling a meeting at the townhall October 16,
2003 at 7:30 PM for the purpose of appointing a new clerk to serve the remainder
of the term.
Watkins made a motion to remove Harold Goodrich as the Middlebury at large
member of the Emergency Service Board. Stevens seconded. Ayes Sinicropi, Dutton,
Stevens, Watkins. No none absent Simpson. Carried.
Sinicropi is to have Roy Nethaway make a sign for the cemetery well.
At 9:07 Stevens made a motion to adjourn, Dutton seconded. Carried.
