Thursday January 8, 2004 at 7:00 p.m., the regular Middlebury Township Board meeting held at the Ovid Municipal Building was called to order by Supervisor Anthony Sinicropi with the pledge to the flag. Prayer was given by Trustee Charles Simpson. Sinicropi, clerk Audrey Sovis, treasurer Carolyn Stevens, trustees Simpson and Paul Dutton were present. No board members absent. There were 5 visitors. Public comments: Two visitors from the Shiawassee Economic Development Partnership explained that the EDP’s objective is to recruit new businesses to the county and help retain present ones. They will report to the board on a quarterly basis. Jim Capitan reported that Shiawassee County’s revenue sharing will be cut approximately $70,000, however there was an increase in fees that will bring $75,000 back to the county. He went on to report that they have lost a coordinater that may or may not be replaced with an interim. The budget is balanced, there are 8 contracts coming up and health insurance for county employees is a troublesome issue. Mr. Capitan graciously agreed to inquire about zoning issues the township is struggling with at the county level. He also gave the board data that showed one trip was made by a Middlebury resident using the Shiawassee Area Transportation Agency between May 19 and November 30, 2003. A motion was made by Simpson, seconded by Dutton to approve the agenda. All ayes. Carried. A motion was made by Dutton, seconded by Simpson to approve the minutes of December 11, 2003. All ayes. Carried. A motion was made by Dutton, seconded by Simpson to accept the treasurer’s report and payment of January’s bills in the amount of $4,321.84 (ck.#’s 1140- 1152). All ayes. Carried. A motion was made by Dutton, seconded by Sinicropi to participate in the process of possibly changing the law in regard to speed limits. All ayes. Carried. A motion was made by Sovis, seconded by Stevens to send Sinicropi as a township representative for this project. All ayes. Carried. A motion was made by Sinicropi, seconded by Sovis to table the decision of signing a resolution for proposed changes in road standards, sending it first to the planning committee. All ayes. Carried. Sinicropi reported that he will be filling vacancies on the planning committee. The need for another fire safe to be kept at the hall was discussed. A business in Vestaburg, MI sells used ones and Sinicropi will have his son investigate for the board, as he lives in that area. A motion was made by Simpson, seconded by Dutton that the township sign a liquid chloride agreement with the county. All ayes. Carried. A motion was made by Stevens, seconded by Dutton to approve the proposed budget of Maple Grove Cemetery . Ayes: Sinicropi, Sovis, Stevens, Dutton and Simpson. Nays: None. Carried. Sinicropi reported that a headstone was delivered to Middlebury Township Cemetery without notice to the sexton. The monument company responsible will be called and asked to come set it when the foundation is ready. Simpson reported that the O-MES has a new grass truck with a unit that is removable. Dutton reported that the Ovid Public Library board is up to full strength with 6 members in place. All is going well. Sinicropi informed the trustees of a planning budget meeting to be held at his home on January 22, 2004 at 7 p.m. A motion was made by Simpson, seconded by Stevens that the township send Sinicropi and possibly 3 other Board of Review members to a training seminar in Frankenmuth, MI on February 11, 2004.
