Thursday April 14, 2005 at 7:00 p.m., the regular Middlebury Township Board meeting held at the Ovid Municipal Building was called to order by Supervisor Anthony Sinicropi with the pledge to the flag. Prayer was given by Clerk Audrey Sovis. Sinicropi, Sovis, Treasurer Carolyn Stevens, Trustees Charles Simpson and Paul Dutton were present. There were 10 visitors. Scheduled Comments: Officer Steve Loomis reported on the unsafe parking situation at Leonard Elementary as parents pick up their children. He has met with the school about this concern. Justin Horvath from the Shiawassee Chamber of Commerce gave an update on the Shiawassee Economic Development program. Jim Capitan reported on the county’s decision to upgrade security at the Court House. Attorney Mark Cooley spoke on the need for a Freedom of Information Act coordinator for Middlebury township. A motion was made by Sinicropi to appoint Audrey Sovis as the FOIA coordinator and to re-appoint this position each year, seconded by Simpson. All ayes, no nays, carried. Sovis reported that the new ballot tabulator is coming before the May 3 election, so the renewal of the service contract with Miller Consultations & Elections will not be needed as ES&S, who is providing the new machine, will provide a 5-year service contract. It was also noted that the new voter I.D.cards were printed incorrectly for Middlebury, so the county will send out corrected cards. Sovis reported that she is also looking into a cemetery software program. A motion was made by Simpson, seconded by Dutton to approve the agenda. All ayes, no nays, carried. A motion was made by Dutton, seconded by Simpson, to approve the minutes of the March 10, 2005 board meeting. All ayes, no nays, carried. A motion was made by Dutton, seconded by Stevens, to approve the minutes of the April 8, 2005 Election Commission. All ayes, no nays, carried. A motion was made by Dutton, seconded by Simpson to approve the treasurer’s report. All ayes, no nays, carried. A motion was made by Sinicropi, seconded by Stevens to approve the payment of the April bills in the amount of $6,489.00 (ck #’s 1415-1432). All ayes, no nays, carried. Communications: Violation notices were read concerning Timothy Covert at 995 S. Warren Rd. for not getting a building permit. Also read was a letter from the Shiawassee County Health Department concerning installation of a septic tank without a permit. A Land Use Planning Workshop will be held May 7, 2005 at Corunna. A motion was made by Dutton, seconded by Sinicropi to send up to 4 people at a maximum cost of $40.00. All ayes, no nays, carried. Unfinished Business: A motion was made by Sovis, seconded by Stevens to sign an agreement with the Shiawassee County Road Commission for 28,500 gallons of chloride for 27.96 miles at a cost of $11,115.00. All ayes, no nays, carried. A motion was made by Stevens, seconded by Sinicropi to amend the February 2005 minutes to include resolutions 2005-3 and 2005-4. All ayes, no nays, carried. New Business: A motion was made by Dutton, seconded by Stevens to appoint the following people as election inspectors for the May 3, 2005 election: Cindy Dennison (R) 4 hours, Erin Dutton (D) all day, Audrey Sovis (R) Chairman, all day, Marsha Unterbrink (D) all day, and Lois Wadsworth (R) all day. All ayes, no nays, carried. A motion was made by Dutton, seconded by Simpson to authorize any board member to purchase anything deemed necessary when time limitations do not allow for a full board approval, with the amount not to exceed $200.00. All ayes, no nays, carried. A motion was made by Dutton, seconded by Sinicropi to give the clerk authority to spend up to $500 on a new copier. All ayes, no nays, carried. Reports: Sexton Gary Fortin reported that the hand pump at the cemetery is not working efficiently. Fortin also stated that the Robert Lacina foundation is crumbling and needs to be replaced. Tree and shrub trimming is in progress. There was discussion on buying a new flag pole, but no decision was made. A motion was made by Stevens, seconded by Sovis to have the sexton spend up to $350.00 for the rental of a small backhoe for leveling and moving dirt. All ayes, no nays, carried.
