Middlebury Township Minutes www.middleburytownship.org September 13, 2007 DRAFT On Thursday, September 13, 2007 at 7:00 pm, the regular meeting of the Middlebury Township met at the Ovid Village Municipal Building at 114 East Front St., Ovid, MI. The meeting was called to order by Supervisor, Anthony Sinicropi with the pledge to the flag. Trustee, Charles Simpson led the meeting next with a prayer. Roll call was taken with the following board members present: Supervisor, Anthony Sinicropi: Treasurer, Carolyn Stevens; Clerk, Susan Tomasek-Swan; and Trustees: Charles Simpson and Paul Dutton. There were 5 guests present. Scheduled Comments: Steven Loomis called to say he would not be able to attend our meeting. Public Comment: None General Business: A motion was made by Dutton and seconded by Simpson to approve the Agenda with the correction on the check numbers listed in the September bills line from Cks# 1985-1980 to 1958 -1980. The motion was carried all ayes and no nays. The motion was carried. A motion was made by Simpson and second by Dutton to approve the July 12, 2007 board minutes as it was written: all ayes, no nays. The motion was carried. A motion was made by Sinicropi and second by Simpson to approve the Treasure report for July and August 2007; all ayes and no nays. The motion was carried. A motion was made by Dutton and second by Simpson to approve paying of the September bills; all ayes and no nays. The motion was carried. A signature vote was done on August bills and September bills. Communications: Tomasek-Swan and Givens spoke about the MTA financial meeting on August 27, 2007. Tomasek-Swan commented on the accounting portion of the meeting helped to clarify government account. Givens discussed the investing portion of the meeting. Sinicropi, Givens and Dutton discussed the Fall District meeting attended on September 12, 2007. Dutton commented on the volume of information that they received. He brought to our attention about HB 4780 may appear in a different form and we should be on alert. Givens backed up Dutton statements with the county beginning to take over more of the township’s jobs which may give the state the leverage to end township government. Unfinished Business: Tomasek-Swan included in the agenda packet a copy of the insurance statement and a letter from Larry Clever regarding our liability insurance. Dutton made a motion to KEEP the liability at $2,000,000.00. Simpson seconded it. A roll call vote was taken: Sinicropi, aye; Stevens, aye: Tomasek-Swan, aye; Dutton, aye; Simpson, aye. The motion was carried at 7:45 to KEEP the liability insurance at $2,000,000.00. Old Business: None New Business: Tomasek-Swan presented the LUCE census program to the board. The discussion was about the security issues and the man hours needed to complete the program. Sinicropi made the motion to not participate in the program based on insufficient staff and lack of funds. Stevens seconded the motion. The motion was passed all ayes and no nays. The motion passed unanimously. Sinicropi brought to discussion about the primary election on January 15, 2008. A concern of having running water in the hall in the winter could cause breaking pipes. Dutton motioned to rent a port-a-potty and borrow a small heater. Sinicropi seconded the motion. All ayes and no nays; the motion was carried unanimously. Shawn Dilts was appointed as Deputy Clerk by a motion made by Sinicropi and seconded by Simpson. All ayes and no nays carried the motion. Dilts was sworn in as Deputy Clerk at 8:04 pm. Final Comments: Dutton commented on the date for the annual MTA dinner meeting was set for November 7, 2007 at Gigi’s. Richard Givens commented on the bill for cleaning the drains the down by MMPA which is part of Middlebury was broke down into two fiscal year payments of $1,576.00 for the 2007 fiscal year and $1,578.00 for the 2008 fiscal year. Givens reported next on the burying of tile on the Vincent Rd. to help drainage. The bid on the job would be approximately $6,000.00. Givens express the need to have this project done this fall while the weather was still workable to help the spring time flooding. Sinicropi made a motion to approve of this project for the amount of $6,500.00. Stevens seconded the motion. All ayes and no nays carried the motion. Gary Fortin spoke of a need for a wheel barrow and a saw to take down tall branches for the trees in the cemetery. Steve Loomis called Dutton to relay any concerns the board had through Dutton while Sinicropi was on vacation. Stevens noted that our Commissioner Dan Stewart was not present at our meeting. Dutton mentioned that Eric Schuman spoke to him about missing minutes which Tomasek-Swan said that she was aware and needed to retype them into the computer to e-mail to him. Maple Grove Cemetery has nothing planned as of yet to develop the new part of the cemetery. The Village of Ovid needs to plan a budget for developing the area in their next fiscal year. Sinicropi again noted about the desire to have a student create a landscaping design for the new part of the Middlebury cemetery. Dutton made a motion to adjourn the meeting.
