Draft Approved On Thursday, April 10, 2008 at 6:30 pm the Middlebury Township Board met for a special meeting to discuss and decided on a road millage. The board met at the Ovid Municipal Building located at 114 East Front st., Ovid, Michigan. Supervisor Anthony Sinicropi called the meeting to order with the pledge to the Flag followed by Trustee Charles Simpson leading the board in prayer. Roll call was taken with the following members present: Supervisor, Anthony Sinicropi; Clerk, Susan Tomasek- Swan; Treasurer, Carolyn Stevens; Trustees, Paul Dutton and Charles Simpson. Also present were Assessors, Mike and Diane Dowler; Deputy Steve Loomis; Deputy Clerk, Shawn Dilts; Deputy Treasurer, Mike Stevens; Commissioner, Dan Stewart; Township's Attorney, Mark Cooley and 7 guests. Public Comment: Supervisor Sinicropi opened the floor for public comments by giving an overview of the proposal the board was considering. He explained the 10 year plan from Shiawassee County was completed and the county was not budgeting money to help the townships with roads. Supervisor Sinicropi continued to state the roads in the township are in good condition and would like to maintain the roads in their present condition. He continued to state the board was considering a 4 year millage at a possible 1 mil which for a $100,000 taxable value house would cost the taxpayer approximately $100.00. A member from the audience mentioned that the township roads were in good condition and would like to keep them in their present condition but stated that the timing of the millage makes it hard economically. Another member from the audience asked when the county would be able to help financially with the roads. Supervisor Sinicropi stated that the Road Commissioner comment was ”not for quite a while”. A member of the audience asked if other townships have road millage. The board replied that there was at least 3 other townships that had a road millage or assessment. The member of the audience addressed the board in regards of how much of the General Fund budget is spent on repair of the roads. The board answered approximately 60,000 will be spent from the present budget, almost 1 mil. If the township receives the 1 mil in road millage, it would be 2 mils spent on road repair and maintenance. A member of the audience asked if bridges would be repaired with the road millage. The board answer that bridges are not paid for repair with any road millage the township receives. The bridge repairs fall under the federal and county responsibilities. New Business: A motion was made by Trustee Dutton to accept the agenda for the road meeting as presented. The motion was seconded by Trustee Simpson. All ayes and no nays the motion was carried. A motion was made by Trustee Simpson and supported by Trustee Dutton to adopt resolution 2008-05; to place on the August's Primary election ballot a road millage of 2 mils for 4 years for the use of repair and maintenance of the existing roads in Middlebury Township. A roll call vote was taken with the following votes: ayes, Sinicropi, Tomasek-Swan, Stevens, Dutton, Simpson; nays, none. The resolution was declared adopted. A motion was made by Trustee Simpson and seconded by Trustee Dutton to break 5 minutes before beginning the regular township meeting. All ayes and no nays, the meeting was suspended for 5 minutes at 7:15pm 7:20pm The regular township board meeting was called to order by Supervisor Sinicropi. Scheduled Comments: Deputy Steve Loomis had nothing to date to report. General Business: A motion was made by Trustee Dutton and seconded by Trustee Simpson that the agenda be approved as presented. All ayes and no nays, the motion was carried. A motion was made by Trustee Simpson and supported by Trustee Dutton to approve March's minutes with the correction on the budget figure of $209,850.00. All ayes and no nays the motion was carried. A motion was made by Clerk Tomasek-Swan and seconded by Supervisor Sinicropi to accept the Treasurer's March report as presented. All ayes and no nays, the motion was carried. A motion was made by Supervisor Sinicropi and seconded by Trustee Simpson to approve payment of April's bills in the amount of $11,628.89 from checks 2101 to 2125 with void on checks 2101 and 2105 and $10,000.00 on check 2126 for CD savings. All ayes and no nays, the motion was carried. Communications: Clerk Tomasek-Swan mentioned the county approves the election inspectors for the school election. The following people are approved: Susan Tomasek-Swan, election chairman; Shawn Dilts, Margaret Bernath, and Lois Wadsworth, election inspectors. Trustee Dutton discussed the Capital Conference. He spoke on Term limits, budget cutting, and the State Police. Clerk Tomasek-Swan stated the deadline for filing for township office is May 13th at 4 pm. The Affidavit of Identity and nominating petition are forms needing to be filed with the township clerk. Township's Attorney, Mark Cooley updated the board on the Leaf case. A June 2nd, telephonic case is scheduled. District Commissioner, Dan Stewart brought the board up to date about the county's activities. He discussed about the wrongful death settlement, medical examiner report, renewing the millage for the Pleasantview Hospital, Habitat for Humanity, rails to trails, selling jail space, and the replacement of homeland security representative. Village of Ovid sent a letter to approve the renting of their room for our meetings. The board looked at the Emergency preparedness booklet to consider purchasing to pass out to residences. The idea was tabled. Supervisor Sinicropi brought the idea of getting a flag and flag stand for the township hall. It was mentioned that sometimes flag are donated by different organizations. The board will check on getting a donated flag. Judy Ford presented to the board adopting a Resolution for mandatory funding for Veteran's Healthcare services. The board will look into the matter and decide. Unfinished Business: The board began discussion on the township's hall. Trustee Simpson restated the estimate he received for heating, insulating, moving the water pump for approximately $7,000.00. But the township hall is a public building and a second estimate is needed. The idea of possibly making a new line item in next year's budget to work on the hall. The discussion of making the position of the Trustees into a salaried pay. The idea was tabled. New Business: Putting a classified section on the website was brought to the board by Clerk Tomasek-Swan. She stated that it could be a service for the residence and bring more visitors to our website. The idea was tabled until further information could be gathered about the initial cost to set it up and how much it would be to maintain. A motion was made by Trustee Simpson and supported by Trustee Dutton to approve the contract of the auditors of Demis and Wenzlick. All ayes and no nays, the motion was carried and the contract was signed. The board regretfully accepted the resignation letters of Audrey and David Sovis from the planning commission board. Robert Dennison was appointed by the board to the Planning Commission. A motion was made by Treasurer Stevens and seconded by Trustee Dutton to purchase new editions of the MTA's Guide to Township Government for each board member. The cost of $35.00 per book for a total of $175.00. All ayes and no nays the motion was carried. At 9:45pm Treasurer Stevens made a motion to adjourn the meeting with it supported by Trustee Dutton.
