Middlebury Township Board Minutes, June 11, 2009 Draft Minutes Page 1 Middlebury Township Board Regular Meeting Thursday, June 11, 2009, 7:00 p.m. Ovid Municipal Building 114 East Front Street, Ovid, Michigan 48866 Minutes Supervisor Anthony Sinicropi called the meeting to order at 7:00 p.m. Call To Order with a Pledge to the Flag and a prayer led by Trustee Paul Dutton. Members Present: Supervisor Anthony Sinicropi, Clerk Susan Roll Call Tomasek-Swan, Treasurer Carolyn Stevens, Trustee Erin Dutton and Trustee Paul Dutton. Guest Present: Thirty-one guests were present. Scheduled Comments: Scheduled Comments Deputy Steve Loomis updated the board stating that everything was going well. Drain Commissioner, Tony Newman spoke on the drain work that will be done. The Leland drain will cost the township approximately $250.00 The Clinton-Shiawassee drain will cost about $890.00. Public comment began at 7:09 pm and ended at 7:30 pm. Public Comments Caledonia Township Supervisor, Joe DeCaire spoke on the Red Cross Mobile Food Pantry that will be at Burton Church on Saturday, June 13th starting at 8:00 am. Rich Givens commented on the rumors of Middlebury Township wanting to split from OMESA. He suggested that the board make a resolution or a motion to show support for the Authority. Dick Semans agreed. Dan Lupu stated that if the board was looking into privatizing the ambulance service that it will be cheaper but the service will not be better. Supervisor Sinicropi stated that Middlebury Township has been with OMESA for 41 years. Several people spoke on support of keeping the ambulance service within the community instead of privatizing because of the service received. Kathy Bonds-Raines updated the board on the ongoing issue with MMPA spraying the milk on the fields in Middlebury. She stated that she felt that MMPA has not kept up with their testing of the wells. Dutton and seconded by Sinicropi to pay bills in with March Bills Payment Approved checks numbered 2391-2408 for a total amount of $8,969.14. AYE: P. Dutton, E. Dutton, Stevens, Tomasek-Swan, Sinicropi NO: none CARRIED Communications Tomasek-Swan reported a complaint made by Christine Lorencz about Randy Eichcorn grave marker. Tomasek-Swan has already began the claim with Burnham and Flowers. John Smith spoke on the issue with the burial of his mother, Katherine Smith. Tomasek-Swan explained the records kept showed his parents plots were marked where the grave was opened. The error occurred 40 years ago. Records show the family had purchased a lot and 2 plots. A motion was made by Tomasek-Swan and supported by E. Dutton Smith Family Motion to approve transfer of plot 7&8 in lot 272 in Arthur Smith's name for $50.00 each to a lot by lot 277 in A.L. Smith name.(Lot 276 or 278) AYE: P. Dutton, E. Dutton, Stevens, Tomasek-Swan, Sinicropi NO: none CARRIED Unfinished Business Supervisor Sinicropi asked if anyone was interested in the representative position on the Park and Recreation board. Doug Krebiehl New Business informed the board on the issues he encountered while he reconnected the water in the hall. E. Dutton commented on the need for insulation and wiring. The issue of landscaping and maintaining the outside look of the hall. A motion was made by E. Dutton to create a handyman position for Handyman Motion the upkeep and maintenance of the township hall and to add the position to the township's insurance policy. The motion was supported by P. Dutton and supported by Stevens to Hiring Doug Krebiehl approve Doug Krebiehl to spray weeds , take care of the fascia, repair the shutters and sidewalk of the township hall at $10.00 per hour. Dutton to allow Laptop Motion up to $1,000.00 for the purchase of a laptop and peripheral equipment to be used buy the Clerk. AYE: P. Dutton, E. Dutton to have July 8th MTA Meeting Motion Doug Krebiehl attend the MTA's July 8th meeting on Undesirable Land Use at $85.00. AYE: P. Dutton, E. Dutton, Stevens, Tomasek-Swan, Sinicropi NO: none CARRIED P. Dutton updated the board on the road work in the township. He discussed the Gradall time and use on the road projects. He reviewed the three culverts that will possibly be needed at $150.00.There was no word on the chip seal or tree removal projects. Stevens addressed the rumors of privatizing the ambulance service. She continued to state that everyone wants to build a fire building. OMESA member Dick Semans continued the discussion by stating the members of CAPS only want the figures to Resolution 07-2009 -Support of the Ovid –Middlebury Emergency Resolution 07-2009 Service Authority A resolution was presented by Stevens and supported by E. Dutton. Middlebury Township is in support of the OMESA and the concept of the two Township and the Village working together to provide fire and ambulance service. AYE: P. Dutton, E. Final Comments Richard Givens suggested that Resolution 07-2009 should be published and hand carried to the OMESA board. E. Dutton made a motion to published the Resolution 07-2009 Publishing the Resolution regarding OMESA and the Clerk to type and submit to the Weekly Jul-09 by Thursday. AYE: P. Dutton, E.
