Middlebury Township Board Minutes, November 12, 2009 Draft Minutes Page 1 Middlebury Township Board Regular Meeting Thursday, November 12, 2009, 7:00 p.m. Ovid Municipal Building 114 East Front Street, Ovid, Michigan 48866 Minutes Supervisor Anthony Sinicropi called the meeting to order at 7:00 p.m. Call To Order with a Pledge to the Flag and a prayer led by Trustee Paul Dutton. Supervisor Sinicropi wanted to speak to P. Dutton regarding his statement made at an OMESA meeting. Stevens spoke to P. dutton regarding the grant he applied for verses the grant that Mark Cooley, OMESA attorney, applied. Stevens presented the Resolution 2009-07, Support of OMESA which he and the board had voted in favor. P. Dutton defended his statements from the OMESA meeting and restated his reason for leaving the OMESA board. Members Present: Supervisor Anthony Sinicropi, Clerk Susan Roll Call Tomasek-Swan, Treasurer Carolyn Stevens, Trustee Erin Dutton and Trustee Paul Dutton. Guest Present: Twenty-seven guests were present including Deputy Richard Richard Semans. Scheduled Comments: Scheduled Comments David Lazar introduced himself to the board as running for the State Representative since Rep.Richard Ball's term is ending in 2010. He stated his platform of being conservative on three topics of Christ, natural families and the abortion issue. Steve Loomis from the Shiawassee Sherriff Department updated the board on activity in Middlebury. He stated everything was going well. Dan Stewart arrived later in the meeting and updated the board on the activity occurring at the county level. Included in his updates were the Rails to trails and Veteran's services. Comments were made regarding the OMESA issue through out the Public Comments meeting............... Dutton to approve the minutes Minutes Approved From October 8, 2009 regular township board meeting with October 8,2009 corrections. AYE: P. Dutton, E. Dutton, Stevens, Tomasek-Swan, Sinicropi NO: none CARRIED Moved by Sinicropi and seconded by E. Dutton to approve the Treasurer's Report Approved November's Treasurer's report as presented. AYE: P. Dutton, E. Dutton, Stevens, Tomasek-Swan, Sinicropi NO: none CARRIED Moved by P. Dutton and seconded by Sinicropi to pay bills in with Bills Payment Approved checks numbered 2477-2494 in the amount of $17,827.91. AYE: P. Dutton, E. Dutton, Stevens, Tomasek-Swan, Sinicropi NO: none CARRIED The Board was reminded of the annual Shiawasee MTA dinner with Communications Middlebury Township Board hosting the event. Expense vouchers are due the 1st of the month. Clerk Tomasek-Swan read the letter sent from the Ovid Township board. to the Middlebury, Village of Ovid and the OMESA boards. There were comments on what Ovid Township intended with the wording of the letter. Mark Cooley spoke on the situation. Other guest spoke on the topic. Deputy Supervisor Dick Seman took the opportunity to update the board on OMESA. There are some issues with the fiances.The OMESA board is investigating all possibilities in the construction of the building. Dick stated he has tried to contact Mr. McClelland but has not had any responses. Bill Kline reminded everyone about building the high school and junior high buildings and the issues the communities had. Reviewed other cemeteries on their fees for different services. The fees for Unfinished Business Middlebury Services were comparable. The sexton list of duties was table until Stevens, Tribfelner and Tomasek- Swan could compile the information. Middlebury Township Board Minutes, Draft Minutes Page3 Stevens made a motion to have Supervisor Sinicropi approach Lynn Hiring of an Attorney Bowen and retain him as the township's attorney. Motion AYE: P. Dutton, E. Dutton, Stevens, Tomasek-Swan, Sinicropi NO: none CARRIED Sinicropi spoke to Dave Chrenka regarding a weed control ordinance and found that anyone on the township board could enforce an ordianance. P. Dutton spoke on ordinances and zoning. Discussion was tabled. Middlebury Township will be losing 4% of its revenue sharing for next year. Sinicropi stated he would attend the FEMA meeting on November 30th at New Business 2:30pm. Doug Krebhiel updated the board on the installation of the new furnance. A gas leak was discovered and repaired. Mr. Krebhiel also recommended placing rolled insulation in the drop down ceiling. P. Dutton made a motion and was supported by E. Dutton to insulate the Insulation Motion drop down ceiling of the township hall for no more than $1,000.00. Mr. Tribfelner informed the board that Family Lawn Service would not be able to accomodate winter burials. A motion was made by E.
