Middlebury Township Board Minutes, March 11, 2010 Draft Minutes Page 1 Middlebury Township Board Budget Hearing & Regular Meeting Thursday, March 11, 2010 6:30 p.m. Ovid Municipal Building 114 East Front Street, Ovid, Michigan 48866 Minutes Supervisor Anthony Sinicropi called the meeting to order at 6:32 p.m. Call To Order with a Pledge to the Flag and a prayer led by Trustee Paul Dutton. Members Present: Supervisor Anthony Sinicropi, Clerk Susan Roll Call Tomasek-Swan, Treasurer Carolyn Stevens, Trustee Erin Dutton and Trustee Paul Dutton. Guest Present: none Public Comments: Opened at 6:33pm Closed at 6:34pm Public Comment Budget Presentation: Supervisor Sinicropi reviewed the proposed budget with the board. After reviewing the budget, the board added $2,000 to the SET fee in revenue and the FY 2010-2011 CD was increased from $6,000.00 to $8,000.00 for expenditures. A balance budget of $287,300.00 was presented for the board's approval. Budget hearing Adjourned A motion by Tomasek-Swan and supported by E. Dutton to adjourn the Budget Hearing Adjourned hearing. All ayes and no nays Budget Hearing adjourned at 6:57pm. Regular Meeting Called to order: Regular board meeting was called to order by Supervisor Sinicropi at 7:03pm Reg. Meeting Called to order Guest Present: Nine guests were present including Deputy Clerk, Shawn Dilts; Mark Cooley, Deputy Supervisor, Mike Herendeen; Bill Kline, Bob Dennison, Buck Kuisel, Dennis Rainwater, Richard Semans, and Doug Krebiehl. Scheduled Comments: Scheduled Comments Buck Kusiel, state representative candidate, spoke on his platform. He wants to see the income and business tax appealed; pull back the property taxes and bring back the retail tax. Dennis Rainwater, state representative candidate, spoke his platform. He gave the board an overview of his life and his background of experiences. He briefly spoke on some issues such as term limits, benefits, and tax repeals. Page 2 Opened Public Comments Bill Kline spoke on garbage being dumped on Austin Rd. between the bridge and Krouse Rd. He also expressed concerns about putting money into a hall in which township does not own the land. Treasure Stevens clarified that we do have a deed to the property with a lifetime easement to gain access to the property. Moved by E. Dutton, seconded by Sinicropi, to approve the agenda Motion to Approve Agenda with the additions. All ayes No nays Motion Carried AGENDA APPROVED Moved by E. Dutton, seconded by Sinicropi to approve the minutes Minutes Approved from January 14, 2010 regular township board meeting with spelling January 14, 2010 corrections. All ayes No nays Motion Carried Moved by P. Dutton and seconded by E. Dutton to approve the minutes from February 11, 2010 February 11,2010 regular township meeting with clarifications. All ayes No nays Motion Carried Moved by P. Dutton and seconded by Sinicropi to approve the Treasurer's Report Approved February Treasurer's report as presented. All ayes No nays Motion Carried Moved by Sinicropi and seconded by E. Dutton to pay bills in with Bills Payment Approved checks numbered 2546-2564 in an amount of $7,175.02 All Ayes No nays Motion Carried Tomasek-Swan thanked everyone for their prayers and patience while she was Communications recovering from recent surgery. Mike Herendeen, Board of Review member, gave a brief report. He stated that a total of nine people petitioned for a reduction in property value. About two people were granted reduction, about two to three were denied. One poverty level was granted. One person was declared ineligible due to not owning the house at this time. Richard Semans updated the board on OMESA. He is hoping to have contracts for the boards to approve next month. He feels there are a lot of delay tactics. Bob Dennison briefed the board on the planning commission meeting. Everything is going well. The board voted to keep the board set up as it is. The planning book has been talked about but nothing has been done. Calendar for the planning commission meetings have been set for the months of February, June, September, and December. Dutton, Stevens, Tomasek-Swan, Sinicropi NAYS: None Resolution Adopted Board Member, Sinicropi offered the Resolution 2010-04 Cemetery CD Interest. Resolution was supported by E. Dutton. Dutton, and Sinicropi to the Capital Confernce on April 21, 2010 at $75.00 per person. All ayes and No nays Motion carried Doug Krebiehl briefed the board about the improvements and repairs that are being done to township hall. Doug gave a rough estimate of the money needed to finish the projects started. A motion by Stevens to put a cap of $5,000.00 to finish the improvements to the township building for carpet, bathroom fixtures, wood, paint, installation, and any necessary items to do improvements with a contingent if it goes over $5,000.00 prior board approval is needed. Motion supported by P. Dutton. All Ayes No Nays Motion Carried A motion made by P. Dutton and supported by E. Dutton to purchase back the burial rites of two plots from Shirley Prikasky. All Ayes No Nays Motion Carried Assessing Resolution Access policy needs to be written in a resolution format. Will be presented to the board next month. A motion was made by E. Dutton and seconded by Sinicropi to pay for Supervisor's dues to MATS.
