Minutes
Supervisor Anthony Sinicropi called the meeting to order at 7:00 pm
Call To Order
with a Pledge to the Flag and a prayer led by Trustee Dick Semans.
Members Present: Supervisor Anthony Sinicropi, Clerk Susan
Roll Call
Tomasek-Swan, Treasurer Carolyn Stevens, Trustee Erin Dutton
and Trustee Paul Dutton.
Guest Present: Nine guests were present. Guests present were Michael
Herendeen, Brent Jones, Bill Kline, John Tribfelner, Richard Semans, Doug
Pigott, Doug Krebiehl, Diane and Mike Dowler.

Brent Jones from SEDP updated the board on activities in Shiawassee County.
Some of the projects were updating of the Comstock Inn and Machine Tool and
Gear and helping the M bar D company (a rail yard cleaning company) relocated
from Ohio. Brent also requested to have the board continue our financial support,
as in the past, with an appropriations of $500.00.
Doug Piggott from Rowe professional company, spoke to the board on the FEMA
adoption of maps. It has been about seven years since the updating of flood
plain maps. The new ones show Middlebury township being in a floodplain area.
He encouraged us to think about enrolling and adopting the maps. The bank will
require purchase of flood insurance to acquire a loan. If the township does not
participate, our residents will not be able to purchase insurance. The deadline for
applying before lenders will require the insurance is September 29, 2011. Flood
insurance is only available thought the National Flood insurance program.
Middlebury township is now considered by Federal standards as being in the
floodplain area.
Public Comments
Bill Kline wanted to comment to the board about the dead deer pick up. Bill called
the county sheriff because someone hit a deer. The sheriff was not aware that
dead deer are not being picked up. P. Dutton stated that the dead deer pick up
comes out of the sheriff budget. P . Dutton felt Saginaw Co. had a good idea with
trustees going out picking up the dead deer.

Dick Semans asked about the brush spraying in the township.
Moved by P. Dutton, seconded by E. Dutton, to approve the agenda with the
addition of (f) L-4029 approval.

Moved by Sinicropi and seconded by Stevens to approve the minutes from
June 8, 2011 regular township board meeting with the name change of
Elmer to Velmer.

Moved by E. Dutton and seconded by Tomasek-Swan to approve the
Banking report as presented.

Bills Payment Approved
Moved by P. Dutton and seconded by Sinicropi to pay bills with checks
numbered 2863-2881 and EFT in an amount of $15,745.99.

Tomasek-Swan and Stevens updated the board on the new BS&A software.
Communications
Tomasek-Swan spoke about MTA not doing the workman's comp insurance.
Tomasek-Swan has an appointment with Larry Clever to renew the township
policy and the workman's comp insurance.
Unfinished Business
Erin Dutton made a motion to pursue the application for adoption of the
Fema maps and to give the Supervisor the authority to sign necessary
documents for FEMA. The motion was seconded by P. Dutton.

New Business
P. Dutton made a motion and Stevens seconded the amending of the FY
2011-2012 budget from unallocated to land acquisition in an amount of
$1,000.00.

P. Dutton made a motion to approve the payment of August bills due to no
meeting. The motion was seconded by Sinicropi.

P. Dutton made a motion to have John Tribfelner remove the remaining
barns on the Elm RD property at no charge to the township with John
having the rights to the salvage. Sinicropi seconded the motion.

Sinicropi made a motion to approve the signing of the state report F-65.
Motion was seconded by Stevens.

NO: None CARRIED
E. Dutton made a motion to approve the payment of BS&A class on fund
accounting for the clerk to attend. Motion was seconded by Stevens.

L4029 A motion was made by Stevens and seconded by P. Dutton to
approve the signing of the L-4029.

Final Comments
Stevens asked why the Library board didn't go with the Demis Wenzlick when
they were a 100.00 cheaper and the bank, 53rd, is charging $150.00 in fees.
Kevin is doing the work and is not getting paid, therefore, the board decide to
stay with the auditor and bank for his convenience.

P. Dutton wanted to recognize resident, Doug Parameter because he mows and
picks up trash in the township. Mike Herendeen stated that Ken Parameter also
goes out his way and mows and picks up trash.
Richard Semans talked about OMESA. He is still trying to get a contract signed
by Ovid township.
E. Dutton made a comment on the planning commission still has not had a
meeting. Sinicropi is going call a planning commission meeting July 21st at 7:30
pm.
Diane Dowler announced July 19th at 6:30 PM board of review meeting for
clerical errors and omission.

Meeting was adjourned at 8:46. Motion was moved by P. Dutton and
seconded by E. Dutton.
