Minutes
Supervisor Anthony Sinicropi called the meeting to order at 7:00 pm
Call To Order
with a Pledge to the Flag and a prayer led by Richard Semans.
Members Present: Supervisor Anthony Sinicropi, Clerk Susan
Roll Call
Tomasek-Swan, Treasurer Carolyn Stevens, Trustee Erin Dutton
and Trustee Paul Dutton.
Guest Present:
There were thirteen guests present at the meeting. Some of the guest were
Shiawassee Road Commission Board Members, Richard Semans, Bob
Dennison, Mike and Diane Dowler, Arlene Pesik, Michael Herendeen and Gary
Kiger.
Scheduled Comments:
Scheduled Comments
The Shiawassee County Road Commission led by Lonny Latunski went over the
2012 Recommended Road Projects for Middlebury Township. The projects
presented were estimated costs due to pending bids.The Leland /Dewey Road
intersection water issue was discussed. Different options are being considered on
how to solve the water pooling. The Road Commission is requesting to have all
road project contracts signed and delivered by May 1st. The road commission will
try brush mowing the weeds before applying weed control spray. Mr. Latunski
made the board aware that legislation has passed a bill allowing the county to
place on the ballot deciding if the Road Commission should become a
department of the county or stand as a voted board. He also mentioned on
September 21st the Shiawassee Co Road Commission turns 100 years old and
that Middlebury township is 13th on the gradall and brine spraying rotation.
Steve Loomis from the Shiawassee County Sherriff reported everything was
going well in Middlebury Township.

Moved by E. Dutton, seconded by Stevens to approve the agenda with the
addition of Elm Road property under unfinished business.

from January 11, 2012 regular township board meeting.

report as presented.

A motion to amend the budget moving $1,000 from technology (101-228)
and $1,000 from appropriate to other funds (101-901) to Treasurer(101-253)
respectively and $1,000 from technology(101-228) and $1,000 from
appropriate to other funds(101-901) to Clerk(101-215) respectively was
made by Tomasek-Swan and seconded Erin Dutton

Bills Payment Approved
checks numbered 3003-3017 and EFT in an amount of $4,816.61.

Communications
Unfinished Business
The resolution 2008-03, Amending resolution 2007-03 and 2007-03, Setting
meeting rate and Per Diem was reviewed. A resolution would be rewritten for
presentation at the March meeting.
A motion was made by Stevens to authorize the Supervisor to sign any and
all papers required to sell the property on Elm Rd to the Owosso Memorial
Hospital. The motion was seconded by E. Dutton.

New Business
The 2012- 2013 fiscal year budget was presented by Mr. Sinicropi Concerns
regarding the amount budgeted for the road line item following the presentation of
the road commission suggested projects could leave the township short of funds
on this line item.
The board reviewed the projected projects from the road commission.
Stevens made a motion to accept the Road Commission 2012 Projected
Road projects P. Dutton seconded and authorized the Supervisor to sign
the contracts with the Road Commission.

Resolution 01-2012 Poverty Exemptions Guideline
Resolution was offered by Carolyn Stevens and supported by Anthony
Sinicropi.

Resolution 02-2012 Board of Review Alternate Staring Date was
offered by Susan Tomasek-Swan and supported by Carolyn Stevens
AYE: P. Dutton, Stevens, Sinicropi, Tomasek-Swan, E. Dutton
NAY: None Adopted
E. Dutton made a motion to appropriate from fiscal year 2012-2013, $500.00
to the Village of Ovid to help off set the cost of their recycling program and
to allow the Middlebury Township residents to use it. Sinicropi seconded
the motion.

Final Comments
Richard Semans updated the board about OMESA. The Ovid township has been
informed by OMESA's attorney that they have 14 days to present the deed to
OMESA's property or legal action will be taken.

E. Dutton made a final comment on Danny Miller's statements at the Shiawassee
MTA meeting regarding how much power the state is taking from local townships.
P. Dutton talked about Ben Glardon, State Representative, not supporting the
Road Commission, raising state income tax and taxing pension by his voting
record. P. Dutton
voiced his opinion on allowing an authority to decides what happens to our
Krouse Rd cemetery. P. Dutton wondered about possibly having a separate line
item for Krouse Rd and Maple Grove Cemetery.
Ms. Stevens asked about the Robinson Tree Service signage that is located
under the Maple Grove Cemetery sign. It seems to be in poor taste to advertise
under a cemetery entrance sign. Bob Dennison, Maple Grove Authority
representative, offered to talk to Bill Robinson.
The meeting was adjourned at 8:48 pm Moved by E. Dutton and
