Middlebury Township PO Box 622, Ovid, Michigan 48866 Regular Board Minutes Middlebury Township Hall 7627 W M21, Ovid Michigan Wednesday, January 9, 2013 at 7:00 pm Call to Order: Supervisor Herendeen called the meeting to order at 7:06 pm with a pledge to the flag and a prayer led by Bob Dennison. Board Members Present: Supervisor Michael Herendeen, Clerk Susan Tomasek-Swan, Treasurer Carolyn Stevens, and Trustee Gary Kiger Absent: Trustee Richard Givens Guests Present: 6 guests present: Mike and Diane Dowler, Bob Dennison, Harvey Darling, Anthony Sinicropi, and Doug Krebiehl Scheduled Comments: None Public Comments: Opened at 7:10 pm Closed at 7:38 pm Harvey Darling updated the board on the Village of Ovid becoming a city. The village is only planning on annexing the property located in Middlebury township where their water lagoon. Only if property owners want to be annex into the city of Ovid and they petition both village/ city of Ovid and Middlebury Township for approval to be annex into the new city line. The stage of becoming a city is at the boundaries commission office. There was two technicalities regarding the paper work (numbers were transposed and the map needed to show the streets.) resulting in the last denial. The errors have been fixed and hopefully sometime next year the Village of Ovid will become the City of Ovid. Bob Dennison asked Trustee Kiger if he was going to ride with the road commission. Mr. Dennison expressed concerns on the level of chloride that was being sprayed on the roads. He asked if Trustee Kiger would watch the level of chloride being applied. Motion to Approve Agenda: Tomasek-Swan made a motion to approve the agenda with the addition of item #5 per capita for OMESA Stevens Seconded the motion. Yes: All Nay: None Carried Motion to Approve Minutes: Stevens made a motion to approve the minute from December 12, 2012 meeting. Tomasek- Swan Seconded the motion. Yes: All Nay: None Carried Motion to Approve Bills: Stevens made a motion to approve paying the bills with checks 3240-3262 and 3 EFT in an amount of $7,572.44. Tomasek-Swan seconded the motion. Yes: All Nay: None Carried Communications: None Unfinished Business: None New Business: Stevens made a motion to purchase a MBM paper folder for no more than $400.00. Seconded by Tomasek-Swan. Yes: All Nay: None Carried Resolution 2013-01: Pricing policy for copies being made by the township. Resolution offered by Tomasek-Swan and Stevens seconded. Roll Call vote Yes: Kiger, Tomasek-Swan, Stevens, Herendeen Nay: None Absent: Givens Carried Board of Review appointments: Herendeen was not able to get in touch with Bill Kline or Tom Albaugh so this topic will be tabled until February. Stevens moved the motion to set the Budget Hearing for March 13th 2013 at 6:30 pm. Tomasek-Swan seconded the motion. Yes: All Nay: None Carried Discussion for per capita for OMESA (Ovid Middlebury Emergency Service Association): Supervisor Herendeen stated his opinions on the per capita as being a bargaining chip with contract talks. He feels it should be included in the contract. Stevens feels it should not be in the contract but given volunteer basis. Herendeen stated if Ovid Township agrees to the 5.00 per capita than it will be placed in the contract. The discussion was ended dependent on the contract talks with Ovid Township. It would be better to have a digital recorder and then asked f Steve Potts wife, Chris, could type the notes. Clerk will check into the prices for a digital recorder. Stevens made a motion for a purchase of digital recorder for township use for no more than $300.00 Tomasek-Swan seconded.
