Middlebury Township PO Box 622, Ovid, Michigan 48866 Regular Board Minutes Middlebury Township Hall 7627 W M21, Ovid Michigan Wednesday, May 8, 2013 at 7:00 pm Call to Order: Supervisor Herendeen called the meeting to order at 7:00 pm with a pledge to the flag and a prayer led by Richard Semans. Board Members Present: Supervisor Michael Herendeen, Clerk Susan Tomasek-Swan, Treasurer Carolyn Stevens, Trustee Gary Kiger and Trustee Richard Givens Guests Present: Steve Loomis ,Shiawassee County Sherriff representative, Ron Enger from Enger Survey and Engineering Co. , Richard Semans , Middlebury OMESA representative, Brent Jones from SEDP (Shiawassee Economic Development Partnership) and Doug Krebiehl , Middlebury Planning Commission representative. Scheduled Comments: Steve Loomis from the Shiawassee Sherriff representative stated everything is going well at the county and local area. Brent Jones from SEDP updated the board on progress of new and continuing projects since the last visit. A note of interest for the public is a job fair at Mid-West Bus at 1940 W Stewart St., Owosso, MI on May 23 from 3 pm to 6 pm. Public Comments: Opened at 7:05 pm Closed at 7:06 pm No Comments Motion to Approve Agenda: Treasurer Stevens made a motion to approve the agenda as presented. Trustee Givens seconded the motion. Aye: All Nay: None Carried Motion to Approve Minutes: Trustee Givens made a motion to approve the minutes from April 10, 2013 meeting. Clerk Tomasek- Swan seconded the motion. AYE: All Nay: None Carried Motion to Approve Bills: Clerk Tomasek-Swan made a motion to approve paying the bills with checks 3333-3348 and 2 EFT in an amount of $5,922.57. Treasurer Stevens seconded the motion. Yes: All Nay: None Carried Communications: OMESA (Ovid Middlebury Emergency Service Authority) - Richard Semans stated he has not heard from the attorney but knows the consent judgment is available and ready to sign for Supervisor Palen from Ovid Township. If it is not signed, the suit will proceed to trial. Park and Recreation The budget for Park and Recreation is being used for the ball fields, concession stands, and sport uniforms. The Park and Recreation board decided not to purchase moon dust for the fields. Maple Grove The clerk stated the township’s representative; Bob Dennison asked the board to read the minutes from Maple Grove Cemetery in particular the discussion of a cemetery millage. The board had a brief discussion since the idea is just in the beginning stages. MTA Shiawassee- Nothing to note at the MTA Shiawassee meeting. June 4th is the next meeting. Business: Road Contracts: Some of the road contracts had different amounts from the estimated cost that board had formally voted. New contracts were presented with the corrected amounts. Trustee Givens reviewed the new contracts with the board. Treasurer Stevens made a motion to approve Supervisor Herendeen to sign the road contracts with Shiawassee Road Commission in a total $88,496.25 Trustee Givens seconded the motion. (Two contracts have been approved correctly at last month meeting and have been signed as well as the mineral well brine contracts) Roll Call Vote AYE: Tomasek-Swan, Kiger, Givens, Stevens, Herendeen Nay: None Carried Treasurer Stevens made a motion to amend the agenda to move item #3 Memorial Site Plan to item #2 and item #2 Memorial Day activities to #3. Trustee Givens seconded the motion All Ayes Nays: None Carried Carolyn To recommend to the Shiawassee County Planning Commission, the approval of the Site Plan prepared by Enger Surveying and Engineering dated April 10,2013 for the Memorial Healthcare project on M-21. Supported by Trustee Givens. All Ayes Nays: None Carried Memorial Day Activities: Trustee Givens addressed the board about the typical Memorial Day activities. He also noted the Lion’s Club is going to donate some meat and the building for a community luncheon. The Lion’s Club has a speaker also slated for the event. Clerk Tomasek-Swan made a motion to approve up to two board members to attend either and or both MTA Meetings for the Spring Conference and the Planning and zoning occurring in June 2013. Treasurer Stevens seconded the motion. Ayes: All Nay: None Carried Sexton Contract: A motion was made by Trustee Givens to approve the contract for sexton duties and services at the same terms as approved in April meeting except we approve irrespective of whether he obtains a contractor’s license at this time Seconded by Trustee Kiger.
