Middlebury Township PO Box 622, Ovid, Michigan 48866 Regular Board Minutes Middlebury Township Hall 7627 W M21, Ovid Michigan Wednesday, October 9, 2013 at 7:00 pm Call to Order: Supervisor Herendeen called the meeting to order at 7:00 pm with a pledge to the flag and a prayer led by Richard Semans. Board Members Present: Supervisor Michael Herendeen, Clerk Susan Tomasek-Swan, Treasurer Carolyn Stevens, Trustee Gary Kiger and Trustee Richard Givens Guests Present: Lynn Givens, Brent Jones, Shiawassee Economic Development Partnership, Anthony Sinicropi, Deputy Supervisor, Richard Semans, Heather Kline , Mike and Diane Dowler, Middlebury Assessor. Scheduled Comments: Heather Kline, Middlebury Library Board representative introduced herself to the board and updated the board on library activities. Trustee Givens asked questions regarding the library doing audits and if the township receives a copy of the audit. Public Comments: Opened at 7:09 pm Closed at 7:15pm Brent Jones from Shiawassee Economic Development Partnership, SEDP, updated the board on the activities of the SEDP. He presented a power point that was presented 6 weeks ago. SEDP is now looking into revitalizing some of the local real estate because resources are running low. He also asked about continuing our support at the same level as in the past. Trustee Kiger asked Mr. Jones several questions on what projects the SEDP spends the money and how it benefits Middlebury Township Motion to Approve Agenda: Treasurer Stevens made a motion to approve the agenda as presented. Trustee Givens seconded the motion. Yes: All Nay: None Carried Motion to Approve Minutes: Treasurer Stevens made a motion to approve the minutes from September 11, 2013 regular meeting. Trustee Givens seconded the motion. Yes: All Nay: None Carried Motion to Approve Bills: Givens made a motion to approve paying the bills with checks 3416-3430 and 2 EFT in an amount of $11,408.52 from general fun and check 1021 in an amount of $4,331.25 from the road fund. Treasurer Stevens seconded the motion. Yes: All Nay: None Carried Communications: Park and Recreation: None OMESA: Everything is moving along. There were some questions on some ambulance people behavior. Cell tower easement is still being drawn up. OMESA is having an issue with the old ambulance. The support system where the box attaches is having problems. Planning Commission- None Planning Commission is meeting tomorrow. Maple Grove- Minutes in packet. Rich Givens missed the meeting and had nothing to state. DEQ Letter- Received another EQ letter regarding a property in Middlebury. MTA Shiawassee meeting has started. October was a low turnout. United Way- Received information letter asking for appropriation from the board. Friends of Shiawassee- received information letter on a meeting coming up. Business: The board had a brief discussed the Shiawassee Economic Development Partnership (SEDP) about the structure of their board and the projects they support. CD due- Treasurer Stevens called different banks on CD interest rates. The rates were ranging from .4% to .499. The CD would continue at the current bank to 18 months instead of 12 months to get the current rate of .5 percent. MTA dinner- Shiawassee MTA dinner is at Nov. 8th with social hour at 6 and dinner at 7 pm. The price is $10.50 per person. Clerk Tomasek-Swan made a motion to pay for board members and deputies from the township and planning boards to attend the MTA annual Shiawassee Dinner on Nov. 8. Treasurer Stevens seconded. All Ayes Nay: None Carried MTA conference- The board discuss the annual conference attendance. The discussion of where and who wanted to go. Treasurer Stevens made a motion to approve up to seven board members and deputies to attend the MTA annual conference at Traverse City. Trustee Givens seconded the motion. Aye: All Nay: None Carried Clerk Tomasek Swan addressed the board about thinking about some type of offsite electronic record storage. This issue will be address next month. More estimates will be presented. Library Appointment-The board discussed the library board appointment. The appointment is done in December 2013. Appointment will be made in November. Village of Ovid Boundary meeting- Supervisor feels there will be a petition to vote for the village to become a city. Trustee Givens brought up about the cemetery issues. The boundary commission would like the municipals to sit down to sit down regarding the Maple Grove Cemetery. Our stand is no response to the Boundary Commission. There are no reasons to oppose. Final Comments: Opened at pm Closed at Givens contacted Mr. Corky McCreery and everything it ok. He had more concerns with the dust control than the manure. The mice issue…Matt Tribfelner is going to remove the mouse feces insulation. He also and has put some foam in the holes and cracks around the township hall. He is going to place more bait out. Diane Dowler…Diane has visited the next one-third percent of the property. She also approved 2 land divisions.
