Middlebury Township PO Box 622, Ovid, Michigan 48866 Budget and Regular Board Minutes Middlebury Township Hall 7627 W M21, Ovid Michigan Wednesday, March 12, 2014 at 6:30 pm Call to Order: Supervisor Herendeen called the meeting to order at 6:39pm with a pledge to the flag and a prayer led by Trustee Rich Givens. Board Members Present: Supervisor Michael Herendeen, Clerk Susan Tomasek-Swan, Treasurer Carolyn Stevens, Trustee Gary Kiger and Trustee Richard Givens Guests Present: There were seven guests present: Lynn Givens, Deputy Treasurer, Anthony Sinicropi, Deputy Supervisor, Ryan Cunningham, Ovid-Elsie Superintendent, Kirk Baese, Ovid-Elsie High School Principal, Karen Kurka-Tuma, Ovid-Elsie teacher, Craig Coleman, Ovid-Elsie Bus Garage Director of Operations, Richard Semans, OMESA representative. Presentation of Budget: The Clerk Tomasek-Swan Present the 2014-2015 Fiscal Year budget. She reviewed the newer style of presenting the budget with each line item having a budget instead of just the department as a whole. Trustee Givens asked about the salary line item. The salary line item includes all salaries in the budget includes office holders and deputies. The treasurer brought up the disable veteran property tax relief bill and the reduction of property taxes for the township. Final Comments: None Motion to adjourn the meeting: Adjourned at 6:57 pm Reconvene: 7:00pm Board Members Present: Supervisor Michael Herendeen, Clerk Susan Tomasek-Swan, Treasurer Carolyn Stevens, Trustee Gary Kiger and Trustee Richard Givens Scheduled Comments: Ryan Cunningham, O-E Superintendent introduced the representatives from Ovid-Elsie School staff. He discussed the 5 and 10 year plans for maintenance of the school buildings. He wants to replace the 20 year old high school roof. The chemistry lab in the high school has not worked since the 1990’s and would like to see repairs to make the labs usable. The bathrooms in the high school need to be updated for privacy. He would like to upgrade the security system in all the buildings. . Cunningham showed the “boot” for the door and blast shield for the windows. Technology is another important upgrade for all the school grades. The State of Michigan will be replacing the MEAP test with an adaptive test which will require a computer for each student testing. The façade in the front of the football stadium needs to be replaced and the insurances company wants to not allow activities due to safety concerns The Headlee Amendment and Sinking Fund did not pass so the school did not receive any tax dollar increase. This bond is not mill increase, but extends the current bond to 2023 which the school can secure a bond for repairs. There are presently 27 busses. There are 19 regular busses and then sub busses and special needs busses. Buses need to be replaced. Busses have a 10 to 15 year life span. It had been a past policy to replace 2 busses per year but with the cuts of budget that has been done away. Outsourcing of bussing has been considered as an option but it is more expensive then what Ovid-Elsie transportation department does right now. All bus drivers only make hourly rate and no benefits. Cunningham addressed the teacher’s benefits. The state has a cap. So anything above the cap, the teacher needs to pay the extra cost on insurance. Yes: All Nay: None Carried Motion to Approve Minutes: Treasurer Stevens made a motion to approve the minutes from Regular meeting held on February 12, 2014. Trustee Givens seconded the motion. Yes: All Nay: None Carried Motion to Approve Bills: Clerk Tomasek-Swan made a motion to approve paying the bills with checks 3515-3526 and 2 EFT in an amount of $7,635.29. Trustee Givens seconded the motion. Yes: All Nay: None Carried Communications: Park And Rec: No meeting OMESA (Ovid-Middlebury Emergency Service): Nothing to report Planning Commission: March 13th 2014 will be the next the meeting. Mr. Greg White is replacing Mr. Krebiehl on the Planning Commission Board as a member at large representative. Library: The library sent out the expense reports and their minutes are in the board packet. There were also lists of books purchased; how many people used the library; and used the equipment at the library. MTA Meeting: Shiawassee MTA meeting will now be held at the hosting township hall if they choose. The Bennington Township hall is the next location for the April 1st meeting. One of the topics from the March meeting is Judge Lostracco will not be running again for his office. Deana Finnegan has filed to run for the office of Circuit Court. The County Commission opening from the resignation of Dan Stewart will be replaced at the next County Commission meeting. Business: Resolution 2014-03 Adopting the budget: Trustee Givens offered Resolution 2014-03, Adopting the 2014-2015 Fiscal Year Budget. Treasurer Stevens supported the resolution. Bob Dennison and Givens are going to over to measure but Bob’s dad is very ill. They will get to it as soon as possible. Trustee Givens discussed about putting a cell tower up. The cell tower idea may be a possibility for the township property. Trustee Givens wants to try and purchase the property right in front of us. He thinks it would be better for the township hall placement. A discussion of a letter received from Shiawassee County regarding Denise Robison’s application for a group daycare home. The county has a list of items to comply for the license. Trustee Givens would like to help them as a friend.
