Middlebury Township PO Box 622, Ovid, Michigan 48866 Regular Board Minutes Middlebury Township Hall 7627 W M21, Ovid Michigan Wednesday, April , 2014 at 7:00 pm Call to Order: Supervisor Herendeen called the meeting to order at 7:08 pm with a pledge to the flag and a prayer led by Trustee Rich Givens. Board Members Present: Supervisor Michael Herendeen, Treasurer Carolyn Stevens, Trustee Gary Kiger and Trustee Richard Givens Absent: Clerk, Susan Tomasek-Swan Guests Present: There were six guests present, Charlie Green, Lynn Givens, Deputy Treasurer, Anthony Sinicropi, Deputy Supervisor, Hartmann Aue, Shiawassee Co. Commissioner Candidate, Diane and Mike Dowler, Middlebury’s assessor. Scheduled Comments: None Public Comments: Opened at 7:08 pm Closed at 7:12pm Hartmann Aue spoke to the board regarding his qualification for the vacant Shiawassee Co. Commissioner position. Charlie Green complimented the board on all the work we do. Motion to Approve Agenda: Treasurer Stevens made a motion to approve the agenda with the addition of adding an addition to town hall. Trustee Givens seconded the motion. Yes: All Nay: None Carried Motion to Amend 2014-2015 Budget: Supervisor Herendeen made a motion to amend the 2014-2015 fiscal year budget ; appropriate $395.00 from line item 999 Fiscal year CD to line item 247 Board of Review. Trustee Givens seconded the motion. AYES: All NAY: None Carried Motion to Approve Minutes: Trustee Givens made a motion to approve the minutes from March’s Budget and Regular meeting held on March 12, 2014. Treasurer Stevens seconded the motion. Yes: All Nay: None Carried Motion to Approve Bills: Treasurer Stevens made a motion to approve paying the bills with checks 3527-3548 and 2 EFT in an amount of $ 8,347.08. Trustee Givens seconded the motion. Yes: All Nay: None Carried Communications: Park and Recreations will be meeting every b3rd Wednesday of the month. There are 400 children signed for Pony Leagues. The Park and Recreation asked about the new fiscal year funding. This year funding is going to use to purchase aluminum bleachers. Planning Commission appointed a new member, Greg White. Only three members were present at the last meeting. Bob Dennison was appointed Chairman of the Planning Commission. The planning commission is going to try to sit in on other township’s and county’s master plan. Library meeting was cancelled. Shiawassee MTA next meeting is Caledonia Township. The land rent issue has been closed by Trustee Givens with a new price agreement. Givens is continuing his investigation on the McBride Rd. property. Business: The Road contracts have been approved and Supervisor Herendeen signed the contract. Supervisor Herendeen made a motion to reinstate the $5.00 per capita to Ovid Middlebury Emergency Service Authority (OMESA) contingent on the approval of Ovid township’s board for not less than one year a through any term of years up to the end of the current millage. Roll Call Vote: Ayes: Kiger, Givens, Stevens, Herendeen Nays: None Absent: Tomasek-Swan Carried At a later date, the board would like to discuss a proposal to OMESA to pay the board representatives and the Chairman of the OMESA board salaries. Trustee Givens discussed putting a covered porch over the entry way to help during elections to keep people dry when it is raining or snowing. Final Comments: Opened at 7:55 pm Closed at 8:08 pm Trustee Givens would like to open talks with the attorney in charge of the property surrounding the township hall. The board gave permission for Trustee Givens to speak to Mr. Abood. Diane Dowler briefed the board on Board of Review. There were a total of 14 appeals. The taxable value for the township has been revised to 40,105,435 up from the 2013 value of 39,644,908. The State Equalized Value is also up to 52,894,000 up from the 2013 SEV of 48,660,100.
