Middlebury Township PO Box 622, Ovid, Michigan 48866 Regular Board Minutes Middlebury Township Hall 7627 W M21, Ovid Michigan Wednesday, September 9, 2015 at 7:00 pm Call to Order: Supervisor Herendeen called the meeting to order at 7:10 pm with a pledge to the flag and a prayer led by Richard Semans. Board Members Present: Supervisor Michael Herendeen, Clerk Susan Tomasek-Swan, Treasurer Carolyn Stevens Absent: Trustee Gary Kiger and Trustee Richard Givens Guests Present: Five guests were present; Hartmann Aue, Diane and Mike Dowler and Lynn Givens. Scheduled Comments: Hartmann Aue, Shiawassee County Commissioner, briefed the board on the county activities. The Shiawassee County Commission board has set a budget for 2016-2017 for the county. The budget is ahead 4 months from the actually due date. Some part time jobs have been added to the county to help the work load due to the cuts in other departments. The budget will be finalized next month and approved in October. The millage will come due next year on an election cycle. The board is planning on asking for the Headley Roll back on the ballot. Yes: All Nay: None Carried Absent: Trustee Gary Kiger and Trustee Richard Givens Motion to Approve Minutes: Treasurer Steven made a motion to approve the minutes from July 8, 2015 regular meeting. Aye: All Nay: None Carried Absent: Trustee Gary Kiger and Trustee Richard Givens Motion to Approve Bills: Treasure Stevens made a motion to approve paying the bills with checks 3842-3855 and 2 EFT in an amount of $35,172.63 from General Fund and $96,877.71 from the road fund. Clerk Tomasek- Swan seconded the motion. Yes: All Nay: None Carried Absent: Trustee Gary Kiger and Trustee Richard Givens Communications: OMESA- The board has set up a meeting to figure out different ways to adjust the budget to accommodate the increase in minimum wage. The board is looking at refurbishing main fire truck. There is one fire truck that would be sold. Library- The board set calendar dates for next fiscal year meetings. MTA-Shiawassee Road Commission wants to use asphalt emulsion. They want to change it for workers’ safety. The road commission said it would work as well as what is being used presently. Some grants are available for township halls but there are some residual money that may need to pay back. Sid Grinnell is on life support; he was in a serious accident. The November MTA meeting may be a GiGi on Sat. Nov. 5th 6pm social 7 meal. Fairfield Township is hosting. Business: Tomasek-Swan made a motion to approve the signing of the L 4029 for millage for 2015. Treasurer Stevens seconded the motion. Aye: All Nay: None Carried Absent: Trustee Gary Kiger and Trustee Richard Givens Survey- Herendeen and Givens have attended several meetings regarding the cemetery survey. Herendeen made a motion to have board approval to make and execute an agreement with Spicer Group to ascertain cemetery layout and establish markers to continue the operation of the cemetery in an orderly fashion. The topic will be postpone for future information. Glen Nethaway has applied for a renewal of special land use. This is for a meteorological evaluation tower. Supervisor Herendeen stated he will call Pete Preston and speak to him. Treasurer Stevens made a motion to approve the clerk to sign the insurance paper and pay the insurance policy. Clerk Tomasek-Swan seconded the motion. Aye: all Nay: None Carried Absent: Trustee Gary Kiger and Trustee Richard Givens Herendeen read the letter of Trustee Givens’ resignation. Herendeen discussed what needs to be done to replace his vacancy. Herendeen suggested posting the vacancy in the paper. Lynn would like to respond to Campbell regarding the lot they are interested in purchasing. Hartman Aue suggested to post the open spot for the trustee.
