Middlebury Township PO Box 622, Ovid, Michigan 48866 Regular Board Minutes Middlebury Township Hall 7627 W M21, Ovid Michigan Wednesday, January 13, 2016 at 7:00 pm Call to Order: Supervisor Herendeen called the meeting to order at 7:00 pm with a pledge to the flag and a prayer led by Richard Semans. Board Members Present: Supervisor Michael Herendeen, Clerk Susan Tomasek-Swan, Treasurer Carolyn Stevens, Trustee Gary Kiger and Trustee Richard Semans Guests Present: Lynn Givens, Mike and Diane Dowler. Scheduled Comments: None Public Comments: Opened at 7:02 pm Closed at 7:02pm Motion to Approve Agenda: Clerk Susan Tomasek-Swan made a motion to approve the agenda with the addition of Road Commission Contract, BOR replacement for Gordon Tayler, and correction to OMESA next meeting to Jan 27th. Supervisor Michael Herendeen seconded the motion. Yes: All Nay: None Carried Motion to Approve Minutes: Supervisor Herendeen made a motion to approve the minutes from December 9, 2015 regular meeting. Clerk Tomasek-Swan seconded the motion. Yes: All Nay: None Carried Motion to Approve Bills: Clerk Swan made a motion to approve paying the bills with checks 3899-3918 and 2 EFT in an amount of $8,142.87. Treasurer Carolyn Stevens seconded the motion. Yes: All Nay: None Carried Communications: Park and Recreation – No meeting. Shiawassee MTA – Meeting was held at the Road Commission. The next meeting is Feb 2nd, hosted by Middlebury Township at Caledonia Hall at 7:00. Swan made a motion to spend no more than $100 on refreshments for the next MTA annual meeting. Stevenson seconded the motion. Yes: All Nay: None Carried Library – No meeting. OMESA – Still getting the new truck update. They are upset with the kitchen not staying clean, discuss further at next meeting. Assessor Report – Nothing to report. Diane asked if they could use the back room of the hall for their next meeting since it is the same day as the election. County Organizational Meeting – Supervisor Herendeen talked about where we are currently at with the millage and it depending on if it passes in August election if it will increase or decrease going forward, since 1996 it has been decreasing. If it doesn’t pass then in 2017 a Tax Allocation Board will be formed. All townships will be reset but it just depends on what happens with the election. Business: 1.) BOR training meeting motion Feb 2nd, 16th, or 29th – Clerk Swan made a motion to approve BOR members that wish to attend, attend one of the three meetings. Stevenson seconded the motion. Yes: All Nay: None Carried 2.) Cemetery Survey Update – As Spicer has openings in their schedule and weather permits, they will come out and survey. Township Board further discussed different cemetery lot markers, One type of marker was presented at the meeting for the board to analyze. Board will proceed with the markers after the survey is completed and the estimates of the different styles are completed. 3.) Motion to set Budget Meeting March 9th @ 6:30pm – Clerk Tomasek-Swan made a motion to have the budget meeting March 9th @ 6:30pm. Trustee Semans seconded the motion. Yes: All Nay: None Carried 4.) Motion to appropriate $500.00 to SEDP (Shiawassee Economic Development Partnership) – Trustee Semans made a motion to appropriate $500.00 to SEDP. Clerk Tomasek-Swan seconded the motion. Yes: All Nay: None Carried 5.) Road Commission Contract – Contract were presented and reviewed by the Board. Vincent Road is up this year for an update and Mason Road is also in need of repairs. Total cost of contracts for all the repairs is $179,000.00. Further discussion on road contract will be held at the February Regular Meeting with Road Commission members present. The board will wait until August to add the renewal of the Road Millage to the ballet. Supervisor Herendeen made a motion to have Clerk Tomasek-Swan send Lynn Bowne a copy of the Road Millage wording on the prior ballet for updates for August 2016 election. Tomasek-Swan seconded the motion. Yes: All Nay: None Carried 6.) BOR Member Replacement Needed – Waiting on a possible candidate for the position. Will continue to look for other candidates to fill open position. Final Comments: Opened at 8:25 pm Closed at 8:40 pm Board discussed other town hall buildings and pricing. Lynn Givens sent pictures, details, and pricing on a hall she saw on her travels.
