Board Members Present: Supervisor Michael Herendeen, Clerk Susan Tomasek-Swan, Treasurer Carolyn Stevens, Trustee Gary Kiger and Trustee Richard Semans Public Comments: Opened at 7:00 pm Closed at 7:00 pm Motion to Approve Agenda: Supervisor Herendeen made a motion to approve the agenda as written. Treasurer Stevens seconded the motion. Yes: All Nay: None Carried Business: Clerk Tomasek-Swan made a motion to approve the Elected Officials Carolyn Stevens, Rose Brown Susan Tomasek-Swan and Colleen Ruess to work the election on March 8th, 2016. REGULAR BOARD MEETING Call to Order: Supervisor Herendeen called the regular board meeting to order at 7:04 pm with a pledge to the flag and a prayer led by Richard Semans. Board Members Present: Supervisor Michael Herendeen, Clerk Susan Tomasek-Swan, Treasurer Carolyn Stevens, Trustee Gary Kiger and Trustee Richard Semans Guests Present: Mike and Diane Dowler, Brent Friess, John Michalec, Mike Constine, Hartman Aue, Pam Battinkoff and 3 other citizens. Scheduled Comments: (a) Road Commission – Brent from the Road Commission handed out the Recommended Projects for roads coming up for 2016-2017 budget year. The Board approved an extension on the proposed projects final bid. Open bid and gravel bid will both be held on February 23rd. The recommended projects total is $155,418.40. Brent also informed the board that Jim Smith, road foreman resigned and last day is February 26th. Donnie Nickels will take his place as road foreman and work closely with Jim before he leaves. Brent confirmed that Carland Road is coming up for the next grant in 2018-2019. He also mentioned that the 2017 gas tax funding is estimating increase of $1.2-$1.3 million and this increase will only cover 7.5 miles of road cover. They are still in need of help from the Board to help cover roads in the township. Township citizen reported his concerns of Mason road is very bad, it is currently not on the listing from road commission for repair on the recommended projects. Last time Mason was updated was in 2009. (b) Hartman Aue – Hired a temporary financial administrative during the season. Operating Millage will be on the November Ballet. Medical Care and MSU extension will be on the August Ballet. He talked about trying to get the Veterans outreach program up and going with federal funding. (c) Pam Battinkoff – Explained the question on the March Ballot regarding Funding on the 911 service. She handed out an informational document with their Facebook address and other contact information. She explained that they would like to increase the monthly support to $2.65, $17 a year on citizen’s phone services. Technology is changing and more citizens are going away from home phones and more to cell phones with texting capabilities. Decrease in land line phones and increase in prepaid phones that cannot be pinned down to charge them for 911 charges. Yes: All Nay: None Carried Motion to Approve Bills: Clerk Tomasek-Swan made a motion to approve paying the bills with checks 3919-3934 and 4 EFT in an amount of $7,739.29. Trustee Semans seconded the motion. Yes: All Nay: None Carried Communications: Park and Recreation – None Shiawassee MTA – MTA was opposed, new plat books coming out, next MTA meeting is Owosso Township 410 South Delaney Road 7:00 pm first Tuesday of March 1st. Library – Meeting minutes where presented in the packet. They talked about updating the computers in the library. OMESA – Still waiting on the new Fire Truck, changing stuff over from the other truck. Still having issues with Ambulance coverage only have 1.5 calls a day, not a good training ground for new crew members. Doing what they can with what they have. Assessor Report – Diana presented the assessor report to the board. Ratios 48.06 between 49 and 50. Increase in agriculture sales. Summary and breakdown of ratios for agriculture and land assessments. $3M increase in assessments. Taxable value $40M increase by $300K from last year. Also presented the sales in the township and building permits for the last year. Sales increased last year. A flyer was presented to the board to review with dates and times for the upcoming Board of Review. Mail Communications – Board reviewed the mail communications that Clerk Tomasek-Swan presented. Business: 1.) BOR Resolutions (Poverty and Alternate Start Dates): 2016-01 and 2016-02. a. 2016-01 Poverty Exemptions Guidelines: Clerk Tomasek-Swan made a motion to accept the 2016-01 Poverty Exemptions Guidelines with one change to 10th day of February 2016. Treasurer Stevenson seconded the motion. Yes: Semans, Stevens, Kiger, Tomasek-Swan, Herendeen Nay: None Carried b. Resolution 2016-02 March Board of Review Alternative Starting Date: Treasurer Stevens made a motion to accept the 2016-02 March Board of Review Alternative Starting Date with one change to 10th day of February 2016. Trustee Semans seconded the motion. Yes: Semans, Stevens, Kiger, Tomasek-Swan, Herendeen Nay: None Carried 2.) Road-Review and decide on contracts for the 2016 year – Will be moved to next month meeting for discussion. 3.) Budget Presentation – The budget for 2016-2017 was presented to the board as a draft for their review. Any changes to the draft budget for 2016-2017 needs to be reported to the Clerk Tomasek-Swan before March Budget Meeting at 6:30 on Wednesday March 9th. 4.) Cemetery Update – No progress has been done at this time. Final Comments: Opened at 8:13 pm Closed at 8:13 pm Assessor Diana Dowler stated that the Middlebury Township has lost 4 parcels to the City of Ovid 2 parcels on Pearl Street, the cemetery, and the lagoon.
