Middlebury Township PO Box 622, Ovid, Michigan 48866 Regular Board Minutes Middlebury Township Hall 7627 W M21, Ovid Michigan Wednesday, April 13, 2016 at 7:00 pm Call to Order: Supervisor Herendeen called the meeting to order at 7:00 pm with a pledge to the flag and a prayer led by Richard Semans. Board Members Present: Supervisor Michael Herendeen, Clerk Susan Tomasek-Swan, Treasurer Carolyn Stevens, Trustee Gary Kiger and Trustee Richard Semans Guests Present: Lynn Givens, Hartmann Aue, Karen and Josh Tuma, Mike and Diane Dowler, and Arlene Pesik Scheduled Comments: a.) Hartmann Aue talked about Millage increases. MSU 4H students extension to increase millage from .05 to .076 for 6 years. Also mentioned the motion to move Pleasant View to The Commons. These two items he believes will be approved and reported on the August ballot. Public Comments: Opened at 7:07 pm Closed at 7:07m Motion to Approve Agenda: Clerk Tomasek-Swan made a motion to approve the agenda with the addition of Point and Pay as number 5 of business discussion. Treasurer Stevens seconded the motion. Yes: All Nay: None Carried Motion to Approve Minutes: Trustee Semans made a motion to approve the minutes from regular meeting. Clerk Tomasek-Swan seconded the motion. Yes: All Nay: None Carried Motion to Approve Bills: Clerk Tomasek-Swan made a motion to approve paying the bills with checks 3956-3977, 3 EFT and 1 voided check in an amount of $7,346.16. Trustee Semans seconded the motion. Yes: All Nay: None Carried Communications: Park and Recreations – Kiger did not make the meeting but he heard that nothing happened, they did change the time to 8:00 on April 19th. OMESA – Nothing to report on. Library – Clerk Tomasek-Swan included the minutes in the packet from the Library meeting. She also stated that the fire proof safe was delivered. The Briggs Library is taking over all of St. Johns School District which will omit Victor Township residents, because of this the library board will be approaching Victor Township to provide service. MTA Meeting – He updated briefly what occurred at the meeting which was at the Owosso Township new Hall. Assessor Communication – Diane reported that they made it through board of review and there were 9 changes one of the changes was regarding poverty and 5 of the 9 were Veterans. She also reported on the new SEV value at $58,924,800 and new taxable value $40,693,816 which is an increase from last year. Clerk Communication – Clerk Tomasek-Swan reported the deadline for filing offices is April 19th at 4:00 pm. She also informed the board of Sciota Township notification of updating land use. They have sent a letter to notify the board of intent to plan. Business: 1.) Tuma’s variance request – Tuma’s family would like to build a pole barn and because of the size of the drain field requirements they are asking to build into the easement 6 more feet. Trustee Kiger made a motion to not oppose to the Shiawassee County Planning Board on May 11th. Treasurer Stevens seconded the motion. Clerk Tomasek-Swan is going to write up a letter to the Shiawassee Planning Commission in the Tuma family behalf. Yes: All Nay: None Carried 2.) Approval of Road Contracts – Herendeen presented the final contract from the Road Commission on the 6 roads for repair. Total of the contract is $147,348.54. Trustee Semans made a motion to approve the final Road contract and present back to the Road Commission, Treasurer Stevens seconded the motion. Roll Call Vote: Ayes: Tomasek-Swan, Stevens, Kiger, Semans, Herendeen Nays: None 3.) Ambulance Service – Trustee Semans reported on the notice in the paper regarding the Ambulance Service working on details to close and start up a Fire and Rescue service in place of Ambulance Service. They would only take on priority 1 and 2 calls. They will probably use Ambulance people to run the new Fire and Rescue service. Clinton area would like to continue their services and extend it out to Middlebury and further. Trustee Semans recommends Middlebury to use MMR. There has been a team appointed to put together their recommendations. Their meeting will be held on April 19th at 6:30 at City Hall in Ovid, to write up recommendations to report to the board. 4.) Derivatives Settlements – The Clerk received derivative settlements in the mail for the board to review. The board are not aware of any settlements so they will be file in their records. 5.) Point and Pay – This is a service we are currently using for people to pay their taxes online with credit card. With the low volume of tax payers using this service it is not worth continuing this service and it is costing the Township money when it is used. Treasurer Stevens made a motion to discontinue the Point and Pay option. Trustee Semans seconded the motion.
