Middlebury Township PO Box 622, Ovid, Michigan 48866 Regular Board Minutes Middlebury Township Hall 7627 W M21, Ovid Michigan Wednesday, May 11 ,2016 at 7:00 pm Call to Order: Supervisor Herendeen called the meeting to order at 7:00 pm with a pledge to the flag and a prayer led by Richard Semans. Board Members Present: Supervisor Michael Herendeen, Clerk Susan Tomasek-Swan, Treasurer Carolyn Stevens, Trustee Gary Kiger and Trustee Richard Semans Guests Present: Hartmann Aue, Lynn Givens, Arlene Pesik, Brent Jones, Kevin Lenkart from City of Owosso and County Clerk Lauri Braid, Caroline Wilson, Mike and Diane Dowler Scheduled Comments: Hartman Aue – Updated the board that they are currently working on the policies and procedures, a 50 page document that hasn’t been updated since 1986. They are also in the process of starting their budget for the New Year. Hartman talked briefly on the phone system which will save the townships and schools $10k. Brent Jones(Shiawassee Economy Development) – He mentioned that they mailed out the 2015 Annual Reports which the board agreed that they received. There are two current projects right now first one is the Michigan Tank and Equipment which is located on Dowling Drive, South of 21. The second project is the L & Sessor moving to Lansing Road which is 10k square feet which is much bigger than where they are at currently. Lauri Braid – Has been talking with all the clerks in the county regarding what is going on with new equipment for election. Next year they want to roll out all the new equipment throughout the state. The price on these is around $50-$60M. The governor wants each precinct to put in $1,000 for a local buy in. There is currently a $5M donation over the whole state that will match the portion that the governor wants the precincts to put in. On top of this to cover the price of $50-$60M Lauri is asking board to put in the budget of $1,000 to over the increase. Public Comments: Opened at 7:19 pm Closed at 7:23pm Lauri Braid – Clerks office is changing in many ways and it is important to have educated people to keep this going in the right direction. Caroline Wilson – Introduced herself to the board who is running for the county Clerk position on the August ballot. She has 36 years of experience, she is currently has an office manager position at the court house, Carolyn has experience in the court system and has 21 years in friends of the court. She is has been married for 23 years and has 2 sons. She is use to adversity. Carolyn thanked the board for their time. Motion to Approve Agenda: Trustee Semans made a motion to approve the agenda as presented with no changes. Treasurer Stevens seconded the motion. Yes: All Nay: None Carried Motion to Approve Minutes: Clerk Tomasek Swan made a motion to approve the minutes from regular meeting. Trustee Semans Seconded the motion. Trustee Semans would like to strike out the comment of him recommending Middlebury to use MMR, it was a statement not a recommendation under the Ambulance Service section of the minutes. Also correcting that some of the Ambulance people will help out but mostly the Fire Department will run the service. With these changes Trustee Semans made a motion to approve the minutes. Clerk Tomasek Swan seconded the motion. Yes: All Nay: None Carried Motion to Approve Bills: Clerk Tomasek-Swan made a motion to approve paying the bills with checks 3978-3990 and 3 EFT in an amount of $6,878.03 Treasurer Stevens seconded the motion. Yes: All Nay: None Carried Communications: OMESA – Supervisor Herendeen introduced Director Kevin Lenkerk from City of Owosso. Herendeen briefly talked about what is going on with the Ambulance services currently. He reported on the transitioning of ambulance and contracting with MMR. We are currently looking at closing down BLS ambulance service and start up ALS service. Bill Brown is writing up a contract with the city of Owosso for coverage. Director Kevin Lenkart stated that he was excited to cover ALS coverage, they have 4 ambulances, 3 are staffed at all times, and there are 18 employees. Bill Brown has a rough draft of the contract done, in final review. Mr. Lenkart mentioned that they currently only cover the City of Owosso. Trustee Semans mentioned that the Ambulance is holding on currently and that they were down over the weekend. Since we are currently are not busy with the Ambulance the State is working with the Ambulance to keep their license. They are operating when they can. We have 9 fireman that have their licenses and 2 other ambulance people are willing to stay on to cover as well. Supervisor Herendeen mentioned that Ovid Township switched to first Thursday of the month. They passed to have a 6 person board between Township of Ovid, Township of Middlebury, and the City of Ovid. Parks and Rec. – Trustee Kiger talked about the ball equipment at the city hall. They are in the process to see how many kids are going to be playing in the league this year. They are going to clean out the city hall and move good equipment out to the field storage. They also discussed that the older equipment will be given to the kids for practicing at home and the remainder of the older equipment would be thrown away. Library was closed for conference no meeting. Shiawassee MTA –Supervisor Herendeen briefly talked about what happened at the Shiawassee MTA. Next meeting in June at the Owosso Township Hall on the first Tuesday of the month. Clerk Communication (Biotech) – Clerk Tomasek-Swan reported to the board that Biotech sprayed milk on the Zmitko farms and that Biotech needs to send report on the soil to make sure of no damages to the land. Business: 1.) OMESA Amend articles – The OMESA Amended Emergency Services Authority was presented to the board for review and approval. They added City of Ovid to be part of the approval process which would make the board a 6 member board between Township of Ovid, Township of Middlebury, and City of Ovid. Board reviewed the Article of Incorporation in full, effected date July 1, 2016. Treasurer Carolyn made a motion to make a resolution to approve the amended Articles of incorporation Ovid-Middlebury Emergency Service Authority as presented, Trustee Semans seconded the motion. Roll Call Vote: Ayes: Semans, Kiger, Stevens, Tomasek-Swan, Herendeen Nays: None 2.) City of Ovid Maple Grove Resolution Request – Letter was received by the board from Mayor William Lasher from City of Ovid regarding support in finalizing the dissolution of the Maple Grove Cemetery Authority. They request that the board make a resolution to formalize the consent to transfer any of the Township’s remaining real property interest. The board discussed that they will talk with Lyn Bowe to discuss this issue to see what action the board needs to take on this issue. Supervisor Herendeen will talk with Lyn to draw up a quick claim unless he sees an issue. 3.) Headstone – Citizen from Owosso found a headstone on their property belonging to a resident of Middlebury Township commentary. Lynn Givens checked in our records and the commentary and confirmed that this person was buried in our commentary. Currently there is a newer looking headstone in place of this old one that was found in Owosso. 4.) Laptop upgrade for Treasurer and old one given to Deputy Clerk – With Clerk Tomasek-Swan stepping down as Clerk this year and staying on as Deputy Clerk she would like to use the Treasurer’s current computer to keep up the voter registration process. Treasurer Stevens would like a new computer to complete her tasks as the Treasurer duties. Trustee Semans made a motion to purchase a new computer for Treasurer up to $1,000 and Kiger seconded the motion. 5.) MAMC Conference – Current Deputy Clerk Rose Brown, running for Middlebury Clerk position would like to attend the Clerk Conference in June. 4 day conference in Lansing. Herendeen made a motion to approve deputy clerk to attend the 4 day conference plus stay and Trustee Kiger seconded the motion.
