Middlebury Township PO Box 622, Ovid, Michigan 48866 Regular Board Minutes Middlebury Township Hall 7627 W M21, Ovid Michigan Wednesday June 8, 2016 at 7:00 pm Call to Order: Supervisor Herendeen called the meeting to order at 7:04 pm with a pledge to the flag and a prayer led by Richard Semans. Board Members Present: Supervisor Michael Herendeen, Clerk Susan Tomasek-Swan, Treasurer Carolyn Stevens, Trustee Gary Kiger and Trustee Richard Semans Guests Present: Arlene Pesik, Mike and Diane Dowler, Korie Parker with her 3 children, Township Citizen and Corky McCreery Scheduled Comments: None Public Comments: Opened at 7:06 pm Closed at 7:20 pm Korie Parker and Corky McCreery shared their concerns regarding their roads especially Wilkinson Rd and Mason Rd are terrible. Roads are so dry that they can’t play outside it is so dusty. Supervisor Herendeen mentioned from the OMESA meeting that they mentioned that they will wait to do anything to roads they are done hauling gravel for the new roads that will be updated. Trustee Stevens was told that there are two more townships ahead of Middlebury Township for briningof roads. Arlene Pesik from Ovid Township mentioned that Ovid Township has not approved the 6 person board was not passed yet and that a special meeting might need to be held to approve the board changes. Supervisor Herendeen mentioned he will make a call to set up a special meeting if Ovid Township does not approve the Articles of Incorporation for OMESA. Korie Parker shared her concern regarding the ditches on Mason Rd. which there are none. It is a sheet of ice and farmers are tearing it up. Supervisor Herendeen will double check with the County regarding the ordinance on this issue. Motion to Approve Agenda: Trustee Semans made a motion to approve the agenda with the addition of item number 5, Adult care Facility item number 6, and State Foreclosed property. Clerk Tomasek-Swan seconded the motion. Yes: All Nay: None Carried Motion to Approve Minutes: Treasurer Stevens made a motion to approve the minutes with the changes of Caroline Wilsons name misspelled, Zmitko’s misspelling, and issue with wording on the Ambulance update from Trustee Semans and Brent Jones correction to last name. Clerk Tomasek-Swan seconded the motion. Yes: All Nay: None Carried Motion to Approve Bills: Clerk Tomasek-Swan made a motion to approve paying the bills with checks 3992-4004 and 3 EFT in an amount of $ 6,863.31. Trustee Semans seconded the motion. Yes: All Nay: None Carried Communications: Park and Rec – No visitors, Bob Dobski gave an update the status on the North Community Building, and that Greater Lansing Housing Commission is looking at the building only, not interested in the other property like the fields, for a Senior Living facility. He also mentioned that they want to concrete the dugouts, replace bleachers, back stops on the little league fields the cost will be around $10,000- $12,000, no changes to the pony league fields. Supervisor Herendeen made a motion for the Clerk to cut a check to Park and Rec. after Trustee Kiger checks into the expected contribution at the next meeting, not to exceed the budgeted amount, Treasurer Stevens seconded the motion. Roll Call Vote: Ayes: Semans, Kiger, Stevens, Tomasek-Swan, And Herendeen Nayes: None Library – Clerk Tomasek-Swan attended the special Library meeting which they discussed hiring a new person to help with the tax forms. OMESA – Further discussion on the Ambulance Service and a special working session will be held on June 14th at 2:00 in the Ovid City Hall to discuss the Ovid City contract. Assessor – There will be a meeting July 19th to discuss prior year issues. Shiawassee Michigan Township Meeting – Supervisor Herendeen reported on the county millage to be voted on in November to restore the millage back to 5.555. Business: 1.) Auditors – Contract was issued by Abraham & Gaffney for signature before they will accept anything from Middlebury to audit the books. Per the contract the audit fees increased to $5K for the regular audit services and $1k for F-65 audit. Trustee Semans made a motion to use Abraham & Gaffney for their service to conduct the Audit this year, Treasure Stevens seconded the motion. Supervisor Herendeen made a motion to allow the Clerk Tomasek-Swan to sign the contract with Abraham & Gaffney to prepare the audit, Trustee Semans seconded the motion. 2.) Grass Violation – Clerk Tomasek Swan took a picture for the board on Elm road that has not been mowed one email has been sent to the company regarding grass violation no responds. Clerk will send out a second notice of violation, after that then Middlebury will mow grass and then put a lien on the property. 3.) OMESA (New Members Appointment) – July 1st new board members will be sworn in. Michael Herendeen will sit on the OMESA new board as Supervisor. As for the second member from Middlebury Township, Supervisor Herendeen made a motion to provisionally recommend Dick Semans to stand on the new OMESA board on behalf of Middlebury Township, Treasurer Stevens seconded the motion. 4.) Salary – Clerk Tomasek-Swan mentioned the last time the board received an increase was 2013. The board at this time will table this discussion for a future date, they currently are in line with other townships. 5.) Dewey Rd. Adult Care Facility – Clerk received an application to build an Adult Care Facility on Dewey Rd. they are asking for a recommendation within 50 days. There is currently 2 facilities in Owosso one female and one male facility. The board members will review the application and will add to the agenda for discussion on the July meeting. 6.) State Foreclosed/Tax Property – Clerk received a document regarding the state foreclosing on Wilkinson Road. Presented to the board to just notify them if there was any interest in purchasing the property. The board said they did not have any interest of purchasing the property. Trustee Semans will ride along to make sure the roads are being handled appropriately and that they are not spreading to fast. Trustee Semans mentioned a possibility to lower the consumer bills by changing the lights to LED. This was reviewed many years ago and the cost of the LED lights was a very sizable investment. Supervisor Herendeen reviewed the upcoming calendar Wed. July 13th Regular Township Board Meeting, Wed. June 22nd OMESA Meeting, Tues Sept. 6th Country MTA Meeting, and the Annual Dinner Meeting tentatively will be held in December.
