Board Members Present: Supervisor Michael Herendeen, Clerk Rose Brown Guests Present: Seven guests were present. Among the guests were Richard Semans, Gary Kiger, Arlene Pesik, Carl Chalker, Karl Heckman, Corky and Mike Bruff. Approval of the August Election Inspectors: Chairperson Susan Tomasek-Swan (D), Colleen Ruess (R), Victoria Swan (R) and William Brown (D). Receiving Board consisting of William Brown (D) and Colleen Ruess (R). Clerk Brown made a motion to approve the August Election Inspectors as presented. Supervisor Herendeen seconded the motion. Middlebury Township PO Box 622, Ovid, Michigan 48866 Regular Board Meeting Middlebury Township Hall 7627 W M21, Ovid Michigan Wednesday, July 12th, 2017 at 7:11 pm Call to Order: Supervisor Herendeen called the meeting to order at 7:11 pm. Board Members Present: Supervisor Michael Herendeen, Clerk Rose Brown, Treasurer Stevens (absent), Trustee Gary Kiger and Trustee Richard Semans Guests Present: Five guests were present. Among the guests were Arlene Pesik, Carl Chalker, Karl Heckman, Corky and Mike Bruff. Scheduled Comments: Mike Bruff- (County Commissioner) Mr. Bruff updated the board on events occurring in Shiawassee County like the tire drop off in Owosso and river clean up. Next planning meeting will be held next week more discussion on wind turbines are in moratorium thru September. Public Comments: Opened at 7:14 pm Closed at 7:20 pm A member of the township mentioned that there are some areas throughout our township that could use some road grinding in front of houses and if we sublease equipment. Board mentioned that we could look into getting this done but we do not sublease equipment. Motion to Approve Agenda: Trustee Semans made a motion to approve the agenda as presented. Clerk Brown seconded the motion. Yes: All Nay: None Carried Motion to Approve Minutes: Trustee Semans made a motion to approve the minutes from June 14th 2017 with corrections of OMESA trainer will be paid by the township and then reimbursed back by RESA. Clerk Brown seconded the motion. Aye: all Nay: None Carried Motion to Pay Bills: Trustee Semans made a motion to pay bills in an amount of $6,448.75 with 1 eft and checks numbered 4213-4227. This was supported by Clerk Brown. Yes: All Nay: None Carried Communications: Park and Recreations: Nothing to report. Library: Nothing to report, board meeting was being held at the same time as the regular township board meeting. Next meeting September 13th. MTA Meeting: No meeting in July or August, next meeting will be held on 1st Tuesday of September at Perry Township. OMESA: Supervisor Herendeen briefed the board that they are moving forward with the building process and utilities would be around $175/mth. Assessor: Nothing to report next Board of Review meeting will be held on Tuesday July 18th at 9:00. Business: 1. Approve August Bills: No regular township board meeting in August. Trustee Semans made a motion to pay the normal township bills and the election inspectors for the August Election. Clerk Brown second the motion. Aye: All Nay: none carried 2. Annual F-65 Audit Update: Clerk Brown updated the board that she has been in contact with Abraham and Gaffney who are going to prepare the F-65 Audit. Clerk Brown will be meeting with the auditor on Thursday at 7:00 to supply the Trial Balance and other outstanding documents required to complete the audit. The completed F-65 will be presented for approval at the September meeting for submission. Final Comments: Opened at pm 7:40 Closed at 8:06pm It was mentioned that we need to look into cutting the grass at 9300 McBride Rd, the house is currently in foreclosure. Also mentioned during the meeting was the board should possibly make a motion to be a charter township. Supervisor Herendeen stated that this would be a major change for our township board and we would have to go from a 5 person board to a 7 person board, own zoning responsibilities and more hours. At this time the township is not ready or prepared for a big change like this. There was mention of putting up a new fence at the township cemetery, members present didn’t feel like it was necessary to have a fence and supervisor said we are in no rush to do this. The board also mentioned that there has been no further communication regarding markers at the cemetery. Supervisor Herendeen stated he would contact them to see about surveying the cemetery to get the process started again.
