Middlebury Township PO Box 622, Ovid, Michigan 48866 Regular Board Meeting Middlebury Township Hall 7627 W M21, Ovid Michigan Wednesday, September 13th, 2017 at 7:00 pm Call to Order: Supervisor Herendeen called the meeting to order at 7:05 pm. Board Members Present: Supervisor Michael Herendeen, Clerk Rose Brown, Treasurer Stevens (absent), Trustee Gary Kiger and Trustee Richard Semans (absent) Guests Present: Eight guests were present. Among the guests were Arlene Pesik, Carl Chalker, Karl Heckman, Corky, Mike Bruff, Diane & Mike Dowler, and Mr. Ruess. Scheduled Comments: Mike Bruff- (County Commissioner) Mr. Bruff updated the board on events occurring in Shiawassee County. Electronic drop off on September 23rd behind VGs from 9:00-12:00 and household products drop off October 7th behind VG’s from 8:00-12:00. Mr. Bruff also updated the board on the wind turbines in regards to the new rewrite of the height. Mike requested that all township members should read thought the rewrite and urges them to make a response and share our concerns or comments. Supervisor Herendeen mentioned that Middlebury Township will be sending a response to the new rewrite. Mr. Ruess also shared his concerns as well as his knowledge towards the wind turbines. Both Mr. Bruff and Mr. Ruess said if any one has any questions, concerns or comments to please contact them. The proposed rewrite has been attached to the board packet which talks about many topics such as noise levels, height, setbacks, shadow flicker, decommissioning, enforcement, safety measures, etc. Public Comments: Opened at 7:14 pm Closed at 7:20 pm Corky was very pleased with the work that was done on the roads in front of his house and wanted to share his appreciation. Motion to Approve Agenda: Clerk Brown made a motion to approve the agenda as presented. Supervisor Herendeen seconded the motion. Yes: All Nay: None Carried Motion to Approve Minutes: Clerk Brown made a motion to approve the minutes from July 12th 2017 as presented. Supervisor Herendeen seconded the motion. Aye: all Nay: None Carried Motion to Pay Bills: Trustee Kiger made a motion to pay July and August bills in the amount of $14,177.46 from the general fund with 3 efts, check numbers 4228-4261 and 1 voided check #4237. $9,638.32 from the road fund check number 1034. This was supported by Clerk Brown. Yes: All Nay: None Carried Communications: Park and Recreations: Nothing to report. Library: Meeting was cancelled due to carriage day’s events. Next meeting Oct. 4th MTA Meeting: Supervisor Herendeen mentioned that he is the new chairman on the board. Consumer Energy was there to talk about the new meters being installed throughout the township. Next meeting will be held on Tuesday October 3rd at Rush Township. OMESA: Supervisor Herendeen briefed the board that they are holding a special meeting in September to talk about the plans for hall and approval for submitting of permits to start building. Assessor: Diane Dowler talked about the L-4029 that the board will be approving tonight under business. Business: 1. Approve Resolution 2017-04 Election Grant Funding by the State of Michigan for Voting System Hardware & Equipment. Clerk Brown asked for mercy from the board for signing and submitting the Election Grant Funding agreement to the state not realizing that it needed to come to the board for approval. Clerk Brown made a motion to approve the Resolution 2017-04 Election Grant Funding by the State of Michigan agreement for new Voting System Hardware & Equipment with one correct from election commission to Middlebury Township Board hereby adopt. Trustee Kiger second the motion. Upon roll call vote, the following voted: Aye: Kiger, Brown, Herendeen Nay: none Motion was carried. Supervisor Herendeen declared the resolution adopted. 2. New Election Equipment Supplies (card stock paper, thermal paper rolls, tabulator bag, ICX case, blank # ballots). Clerk Brown asked the board if she may purchase new supplies for the new equipment that they have received since the new equipment requires specific paper and new cases to supply the equipment in for storage. Supervisor Herendeen made a motion for the Clerk to purchase supplies as needed up to $600. Trustee Kiger seconded the motion. 3. Approve & Sign – L-4029 Tax Rate Request. Diane Dowler stated that the new L-4029 updated from 2.25 to 2.247. Supervisor Herendeen made a motion to approve the L-4029 and Clerk Brown seconded the motion they each signed the L-4029. 4. Approve F-65 Audit – Clerk Brown presented the board with the F-65 audit that is attached in the board packet for review. Clerk Brown made a motion to approve the F-65 audit as presented. Supervisor Herendeen seconded the motion. 5. Approve Insurance Policy Renewal for Workers Compensation and Employers Liability Insurance Policy from Accident Fund with agent Burnham & Flower Agency Inc. Supervisor Herendeen made a motion to approve Workers Compensation and Employers Liability Insurance Policy renewal. Clerk Brown seconded the motion. 6. Grant Program up to $5,000 for Cemetery Markers – Clerk Brown shared with the board that there are grant funds available through Michigan Township Participating Plan Rick Reduction Grant Program per the account manager with Burnham & Flower Agency we can use this grant to purchase cemetery markers for our township cemetery. Clerk Brown would like the board’s approval to proceed with applying for the grant to purchase marker for our cemetery that we are greatly in need of. If the grant gets approved the township could potentially receive up to $5,000 towards this specific project? Supervisor Herendeen made a motion to proceed with the process to apply for the grant to purchase cemetery markers. Trustee Kiger seconded the motion.
