Middlebury Township PO Box 622, Ovid, Michigan 48866 Regular Board Meeting Middlebury Township Hall 7627 W M21, Ovid Michigan Wednesday, October 11th, 2017 at 7:00 pm Call to Order: Supervisor Herendeen called the meeting to order at 7:05 pm with pledge allegiance and prayer by Trustee Semans. Board Members Present: Supervisor Michael Herendeen, Clerk Rose Brown, Treasurer Stevens, Trustee Gary Kiger and Trustee Richard Semans Guests Present: Eight guests were present. Among the guests were Arlene Pesik, Carl Chalker, Karl Heckman, Corky, Caroline Wilson, Diane & Mike Dowler, and Mr. Ruess. Scheduled Comments: Caroline Wilson - (County Clerk) Mrs. Wilson presented the board and the members present with a new updated directory as well as update the board about the new election equipment. One of the new pieces of the equipment purchased is the new ICX which is designed for the handy cap individuals, with touch screen capabilities. Mrs. Wilson also mentioned on the upcoming Election in November for the proposal on the ballot for Owosso School District and there is a poll worker training for those election workers that wish to attend. Caroline stated that the hours have changed in the vital records office. The reason for the change is for training and to complete tasks in the department with the short amount of staff in the department. Please call before you come so you know they are available. She also mentioned that they approved to have a part time person added to the staff and wishes to work on increasing this position to a full time position. Public Comments: Opened at 7:13 pm Closed at 7:15 pm Corky asked the board if it would be possible to start posting the minutes in the paper. The board stated that it would be very expensive plus we are already posting the minutes on the board outside the hall and on our website if township wishes to read them. Motion to Approve Agenda: Trustee Semans made a motion to approve the agenda as presented. Treasurer Stevens seconded the motion. Yes: All Nay: None Carried Motion to Approve Minutes: Clerk Brown made a motion to approve the minutes from September 13th 2017 as presented. Treasurer Stevens seconded the motion. Aye: all Nay: None Carried Motion to Pay Bills: Treasurer Stevens made a motion to pay $124,864.90 check # 1035-1040 from the road fund account. Trustee Semans seconded the motion. Clerk Brown made a motion to pay $7,229.64 check# 4264- 4276 with 2 FTEs from the general fund account. Treasurer Stevens seconded the motion. Yes: All Nay: None Carried Communications: Park and Recreations: The meeting was canceled due to not enough members present. Library: Clerk Brown presented the board with the minutes from the August 2nd meeting minutes and the September meeting was cancelled due to carriage days. At the Oct meeting it was shared that the Treasurer is stepping down from the Library board and the board is looking at Susan Tomasek-Swan to take over the responsibilities. MTA Meeting: Supervisor Herendeen mentioned that the next meeting is going to be on November 2nd which is the Annual Banquet and Annual Meeting starting at 6:00 social hour and 7:00 meeting, located at the American Legion in Owosso. Trustee Semans made a motion to authorize up to $22.00 per board member to attend the Annual Banquet. Supervisor Herendeen seconded the motion. Yes: All Nay: None Carried OMESA: Supervisor Herendeen stated that they had a special meeting to talk about creation of blue prints and site plans for new building. They are also in the process of petitioning Clinton County for zoning. Assessor: Diane Dowler updated the board members that the new ratios will be coming out soon and the consumer price index will be out the end of this month. She also stated that the taxable value that will go up is capped at 5%. Business: 1. Negotiations on Township Land and Proposal Needed – Supervisor Herendeen and Trustee Semans updated the board members that they are in in the process of negotiations to swap the back 2 acres for the front 2 acres out front. They are going to write up a proposal to RD Johnson to move back 2 acres to the west side of Hall 2 acres and purchase acres to the North Section Line. Trustee Semans made a motion to develop a proposal to send to RD Johnson $2,500 per acre up to 2 acres. Supervisor Herendeen seconded the motion. Aye: all Nay: None Carried 2. Burnham & Flower – MI Township Participating Plan Package & Notice of Terrorism Insurance Coverage – Clerk Brown shared the insurance plan package & other insurance coverage to the board members. Trustee Semans made a motion approve Supervisor Herendeen to sign the plan proposal and Clerk Brown to pay the $3,588 MI Township Participating Plan Package plus $28 ($13 – Causality & $15 – Property) totaling $3,616. Treasurer Stevens seconded the motion. Aye: all Nay: None Carried 3. Update on Industrial Wind Turbine Zoning Ordinance Review and Comments – Supervisor Herendeen with the help of Mr. Ruess is going to develop a letter on behalf of the Middlebury Township Board with our recommendations and the letter will touch on decommission, height, setbacks, etc. 4. Delinquent Letter regarding the filing of F-65 Audit – Clerk Brown shared with the board the delinquent letter that she received regarding the filing of the F-65 audit. She stated that the F-65 audit was filed the day she received the letter and also contacted the state to make sure there were no penalties or withholding of our revenue shares. The Department of Treasury stated that they received the F65 and that there would be no penalties or withholdings. Treasurer Stevens shared her concerns regarding this issue and that it is very important that we file the F-65 audit timely so they don’t withhold our revenue share.
