Middlebury Township PO Box 622, Ovid, Michigan 48866 Budget and Regular Board Minutes Middlebury Township Hall 7627 W M21, Ovid Michigan Wednesday, March 14, 2018 at 7:00 pm Call to Order: Clerk Brown called the meeting to order at 6:34 pm with a pledge to the flag and a prayer led by Richard Semans. Clerk Brown made a motion to appoint Trustee Semans to lead the budget meeting. Treasurer Stevens seconded the motion. Aye: All Nay: none Carried Board Members Present: Supervisor Michael Herendeen (absent), Clerk Rose Brown, Treasurer Carolyn Stevens, Trustee Gary Kiger and Trustee Richard Semans . Guests Present: One guest present, Arlene Pesik. Public Comments: Opened at 6:34 pm Closed at 6:35pm None Presentation of the 2018-2019 FY Budget Trustee Semans recommended not to do $103,200.00 Simpson Rd. from Baldwin Rd and add $10,000.00 for Brush control for a total of 179,012.50 for the Road Fund Budget. Treasurer Stevens made a resolution 2018-06 to increase the assessor salary from $8,500.00 to $9,000.00. Resolution was supported by Clerk Brown. Board Members Present: Supervisor Michael Herendeen, Clerk Rose Brown, Treasurer Carolyn Stevens, Trustee Gary Kiger and Trustee Richard Semans. Guests Present: Six guests were present; among them Carl Chalker, Karl Heckman, Arlene Pesik, Susan Swan-Deputy Clerk. Scheduled Comments: None Public Comments: Opened at 7:09 pm Closed at 7:24 pm Arlene Pesik asked about recycling in Owosso, Michigan. She remembered Mike Bruff saying there was one. Supervisor Herendeen began talking about the recycling in City of Ovid and stated he spoke to a councilman and discussed about .50 cents per resident. That would bring the total to 750.00 which is not much more than what we are presently paying. Supervisor Herendeen spoke for Mike Bruff. He informed the board that the race track restrictions may be modified for the new owners. A petition has been filed to allow 2 nights a week for racing (Friday and Saturday) and also some different events but similar to racing. This is all subject to court hearing. The Wind Turbines is still meeting resistance. A meeting regarding the turbines will be March 27th at Ovid-Elsie High School at 6:00 pm. Zoning is recommending 500 feet high wind turbine. Motion to Approve Agenda: Trustee Semans made a motion to approve the agenda with the addition of cemetery and striking assessor’s compensation. Treasurer Stevens seconded the motion. Yes: All Nay: None Carried Motion to Approve Minutes: Clerk Brown made a motion to approve the minutes as with correction of striking Richard Semans saying prayer. Trustee Semans seconded the motion. Aye: All Nay: None Carried Motion to Approve Bills: Trustee Semans made a motion to accept paying bills in a total of $81,853.93 with checks #4795-4811 and one EFT. Clerk Brown seconded the motion. Aye: all Nay: none Carried Communications: Park and Rec- No meeting OMESA- Supervisor Herendeen stated he hopes all the contingencies are completed and no increase in the cost of the building. The fiber optics will be moved and then they discovered there are some Frontier phone lines that will need to be moved which will cost over $3,116.00. Library- Library safety was discussed. MTA- Antrim Township was last month. The next meeting will be at Woodhull Township on April 3, 2018 at 7:00 pm. Assessor Communications-No comments, not present Business: 1. Shiawassee Economic Partnership Development- Trustee Semans made a motion to approve the appropriation of $500.00. Supervisor Herendeen second the motion. Roll Call Vote: Aye: Kiger, Semans, Stevens, Brown, Herendeen Nay: Carried 2. Budget 2018-019 - Resolution 2018-06 The board reviewed the budget again and discussed the road line amount and the road budget. Supervisor Herendeen reviewed the emergency fund. Supervisor Herendeen wanted to establish an emergency fund bank account and budget. Supervisor Herendeen made a motion for resolution 2018-06 for adoption of Fiscal Year Budget 2018-2019 with the creation of the emergency service fund. The resolution was supported by Trustee Semans Aye: Stevens, Brown, Semans, Kiger, Herendeen Nay: Adopted 3. Cemetery Deputy Clerk asked the board regarding unused plots. There is a person interested in purchasing a lot that appears to not having an activity in the past 40 years. Supervisor Herendeen advised that the person interested will need to pay the additional cost of declaring the lot abandoned.
