Middlebury Township PO Box 622, Ovid, Michigan 48866 Regular Board Meeting Middlebury Township Hall 7627 W M21, Ovid Michigan Wednesday, May 9th, 2017 at 7:00 pm Call to Order: Supervisor Herendeen called the meeting to order at 7:00 pm with pledge allegiance and prayer by Richard Semans. Board Members Present: Supervisor Michael Herendeen, Clerk Rose Brown, Treasurer Stevens, Trustee Gary Kiger and Trustee Richard Semans Guests Present: Seven guests were present. Among the guests were Arlene Pesik, Carl Chalker, Karl Heckman, Corky, Mike Bruff (Commissioner), Shelley Whitehead, and Marlene Webster. Scheduled Comments: a. Mike Bruff (Commissioner) - Shared that he was very proud of the turnout of who attended the wind turbines public hearing. Many district one members including Middlebury and Rush Township members attended, everyone was very respectful and polite. They voted in our favor regarding wind turbines. Public Comments: Marlene Webster shared with the board that she was running in the next election as the County Commissioner for District 1 and wanted to introduce herself. The Board welcomed her and wished her luck in the upcoming election. Carl Chalker asked if the board could give a report on treasury and cemetery. Board stated that we do not have a separate board for these two areas. Treasurer Stevens shared with him the cash summary by bank account and Clerk Brown stated that she can start including this page in the public packets. Shelley Whitehead shared her concerns regarding the owner of the race track and the new motor crossing that is being built behind the race track. She shared with the board the property layout before the motor crossing and what it looks like now. Shelly also shared with the board the taxes that he pays and wants to make sure that he is paying his fair share based on the SEV versus what he purchased the business for. The board stated that the taxes are done by the assessor when she appraises property and it is done appropriately. She stated that one night the race ran after 12:30 and wanted to make sure that he is following the rules and regulations that are set forth. Shelly also shared her concerns regarding the tires that are around the track that is very hazardous to her animals and would like them removed. Supervisor Herendeen stated he could talk with them but the tires are there to stop the racers and for safety reasons not just for the racers but for the neighbors that live around the track. Corky asked if she wanted them to shut down the track and she stated no, she just wanted to share her concerns regarding safety and protection for the neighbors regarding noise, dust, etc. Comments: Opened at 7:03 pm Closed at 7:25 pm Motion to Approve Agenda: Treasurer Stevens made a motion to approve the agenda with the addition of the Memorial Day $100 appropriation. Trustee Semans seconded the motion. Yes: All Nay: None Carried Motion to Approve Minutes: Trustee Semans made a motion to approve the minutes from April 11th 2018 regular meeting as presented. Treasurer Stevens seconded the motion. Aye: all Nay: None Carried Motion to Pay Bills: Treasurer Stevens made a motion to approve the bills from April 12th – May 9th totaling $6,821.44 with check # 4830-4842 and 2 EFT. Clerk Brown seconded the motion. Aye: all Nay: none Carried Communications: Park and Recreations: Trustee Kiger reported to the board how much the teams pay to play $45/child for t-ball and $80/child for softball. They voted to purchase new bats and balls for the teams around $2,800 for the new equipment purchased. Trustee Kiger made a motion to increase the appropriation Middlebury Township provides to Park and Recreations from $1,000 a year to $1,500 a year. Trustee Semans seconded the motion. Aye: all Nay: none Carried OMESA: Supervisor Herendeen stated that the last obstacle of the frontier lines have been moved so they can start building the new Fire Hall. Library: Meeting was held at today, same time as the Regular board meeting. No updates at this time. MTA Meeting: No attendees from Middlebury Township was present at the MTA Meeting last month. No update. Assessor: No update, accessor was not present at meeting. Business: 1.) Memorial Day $100 Appropriation: Treasurer Stevens stated that the Lions Club always puts on a meal after the Memorial Day parade and that they have always supplied the meat and everything but were asking if the board would put in $100 to help with the food this year. This is a public event. Treasurer Stevens made a motion to appropriate $100 to the Lions Club to help purchase the food for the public event. Clerk Brown seconded the motion. Aye: all Nay: none Carried Final Comments: Opened at 7:40 pm Closed at 7:50 pm Trustee Kiger mentioned that his neighbor was upset with him because it was brought to his attention that a board member that lived closed by turned him in for no building permit for the new garage he was building. Trustee Kiger was upset as he was not the one that turned him in. Treasurer Stevens shared her concerns regarding the gun shots that were fired by her house off the trails for rails. She was wondering why the police officer that was by her house did not share concern for the neighbors around the shooting by letting them know to stay in their houses and to watch out for a young man on the run. Supervisor Herendeen stated that she should share her concerns with the County Commissioners meeting.
