Middlebury Township PO Box 622, Ovid, Michigan 48866 Regular Board Meeting Middlebury Township Hall 7627 W M21, Ovid Michigan Wednesday, July 11th, 2017 at 7:00 pm Call to Order: Supervisor Herendeen called the meeting to order at 7:00 pm with pledge allegiance and prayer by Richard Semans. Board Members Present: Supervisor Michael Herendeen, Clerk Rose Brown, Treasurer Stevens, Trustee Gary Kiger and Trustee Richard Semans Guests Present: Seven guests were present. Among the guests were Arlene Pesik, Carl Chalker, Karl Heckman, Mike Bruff (Commissioner), Marlene Webster, and Diane & Mike Dowler. Scheduled Comments: a. Mike Bruff (Commissioner) – Meeting was cancelled due to bar fire in Corunna. Working on a new moratorium for the wind turbines need signatures. It was also noted that the $52K loss of funds one of the municipalities was covered by insurance. Criminal investigation are still underway on the people who were involved in the scam in Africa. b. Marlene Webster – Is just out meeting people getting positive feedback on county commissioner office. Public Comments: None Comments: Opened at 7:07 pm Closed at 7:07 pm Motion to Approve Agenda: Trustee Semans made a motion to approve the agenda with the addition of # 4 Cemetery Workshop Update. Treasurer Stevens seconded the motion. Yes: All Nay: None Carried Motion to Approve Minutes: Trustee Semans made a motion to approve the minutes from June 13th 2018 election commissioner and regular meeting with a couple of name corrections and assessor communication adjustments. Treasurer Stevens seconded the motion. Aye: all Nay: None Carried Motion to Pay Bills: Treasurer Stevens made a motion to approve the General bills from June 14th – July 11th totaling $11,409.69 with check # 4859-4870 and 4 EFT & Road bills totaling $14,015.82 check # 1043. Clerk Brown seconded the motion. Aye: all Nay: none Carried Communications: Park and Recreations: Trustee Kiger reported that there was no meeting in July. OMESA: Supervisor Herendeen commented on the progress of the new fire building. The cement is poured and plumbing is okay. The progress for the new building is in high force and is looking great. Library: Clerk Brown presented the minutes for the May Library meeting. Reported that the library is using Michigan Class for banking their funds as it offers better interest rates. S, K, and T P.C. will be handing their 2017-2018 audit. MTA Meeting: No meetings until September. Supervisor Herendeen stated that there is a public hearing on Monday to permit off road vehicles on all county roads going 25 miles an hour. Ordinances are being drafted. Assessor: Diane updated the board that the next board of review meeting is July 17th at 9:00 am. Business: 1.) Increase Tax Acct and Road Acct from min. amt of $5K to $7.5K – An email was sent to Treasurer Stevens and Clerk Brown stating a monthly service fee of $15 can be avoided with an average collected balance of $7,500 or more in the account at all times. To prevent fees Treasurer Stevens would like to increase the minimum amount in both funds by $2,500. Supervisor Herendeen made a motion to transfer the funds from the General Fund to the Tax and the Road Accts in the amount of $2,500 to each. Trustee Semans seconded the motion. Aye: all Nay: none Carried 2.) Revenue Share Going Paperless – Clerk Brown and Treasurer Stevens reported to the board the letter received from Local Community Stabilization Authority offering the township to receive payments ACH-Direct Deposit instead of by check. Supervisor Herendeen made a motion to approve ACH-Direct Deposit payments from Local Community Stabilization Authority for the quarterly revenue shares versus receiving paper check. Treasurer Stevens seconded the motion. Aye: All Nay: None Carried 3.) Approve Sell of Tractor/Trailer to Sexton for $1,500 – Treasurer Stevens reported that the board talked about selling the tractor and trailer to the sexton of our township years ago but the transaction was never completed. She stated if we complete this transaction we could remove from the property & liability insurance policy. Supervisor Herendeen made a motion to proceed with the transaction to send the Sexton an invoice for the tractor and trailer in the amount of $1,500 and signing over title to him. Treasurer Stevens seconded the motion. Aye: All Nay: None Carried 4.) Cemetery Workshop – Trustee Semans reported on the cemetery workshop that he attending in Frankenmuth. He very much enjoyed the workshop and learned a lot of good concepts that would be useful in our township. Trustee Semans received a very informative book which included a cemetery ordinance that all townships should have in place. The board talked about having someone come out to do an appraisal of the cemetery and to regulate size of markers, etc. Final Comments: Opened at 7:55 pm Closed at 7:55 pm Motion to adjourn the meeting: Adjourned at 7:55 pm Supervisor Herendeen made the motion to adjourn the meeting 7:55 pm.
