Call to Order:
Supervisor Herendeen called the meeting to order at 7:01pm. Trustee Semans lead the board in prayer.
Board Members Present:
Supervisor Michael Herendeen, Clerk Rose Brown, Treasurer Carolyn Stevens, Trustee Richard Semans
and Trustee Gary Kiger
Guests Present: Carl Chalker and Karl Heckman.

Motion to Approve Agenda:
Trustee Semans made a motion to approve the agenda with the additions of Road Program, Land
Swap, and Banking. Treasurer Stevens seconded the motion.

Motion to Approve Minutes:
Trustee Kiger made a motion to approve the minutes from the October 9, 2019 as presented.
Herendeen seconded the motion.
Yes: All Nay: None Carried
Motion to Amend Budget:
Clerk Brown made a motion to move $415.00 from contingency fund 101-941-969.002 to Insurance &
Bond fund 101-851-910.000. Treasurer Stevens seconded the motion.

Motion to approve Bills
Trustee Semans made a motion to approve general funds in the amount of $14,342.90 ck# 5125-5138
and 2 EFTs. Treasurer Stevens seconded the motion.

Communications:
Park and Recreation: Closed for winter.
OMESA: Short meeting, Generator up and running now.
Library: Nothing reported.
MTA Meeting: During the annual meeting in November they discussed how tight the budget is and that
they reelected Cindy Garber and Brad as president.
Assessor Communications: Nothing reported.
Annual Supervisor Road Commission Meeting will be held on Tuesday Dec 10th whomever from board
that wishes to attend will need to RSVP by Wednesday Dec 4th. Supervisor Herendeen will RSVP for
whom ever that would like to attend. Trustee Semans and Supervisor Herendeen are the only ones that
will likely attend the meeting.
Business
1.) 2020 Meeting Dates –Resolution 2019-07 – Clerk Brown share the resolution for 2019-07 with
the 2020 Township Meeting Dates. Supervisor Herendeen made a motion to approve the 2020
Meeting Dates Resolution 2019-07 as written. Treasurer Stevens seconded the motion.

2.) Noise Ordinance – Clerk Brown shared an email received from a concerned and upset resident.
The resident was in search of the township noise ordinance, the board stated that our township
does not have a noise ordinance and that the resident would need to contact the county to see
if they have a policy.
3.) Sexton – Trash Bin for Cemetery/Hall Usage – Clerk Brown shared with the board that the
Sexton has a dumpster that he offered the township to use for cemetery and township hall trash
for a cost of $30 a month to help cover the cost of the monthly dumpster rental. Treasurer
Stevens made a motion to accept the offer from the Sexton to pay him $30 a month for the
use of his dumpster. Clerk Brown seconded the motion.

4.) Road Program for 2020 – Trustee Semans shared with the board that the Road commission is
proposing that chip seal be done on Simpson to Baldwin road pave 1.5 miles around $45k.
Gravel bid was very expensive, Trustee Semans is working with road commission for further
estimates.
5.) Land Swap – Trustee Semans state that the land swap agreement be completed by the end of
the month. The easement was reviewed by the Johnson Brothers and they agreed with the
easement agreement.
6.) Township Banking – Treasurer Stevens shared her concerns regarding the additional fees that
the bank was going to start applying for online service, cash deposits fees for every $100, and
excess transaction fees. Board discussed that maybe we should look into a new bank for all our
banking needs. Treasurer Stevens stated she would reach out to Huntington Bank to see what
they will do if we decide to pull out of the bank due to the all the additional fees. Also discussed
that the bi-monthly State Sharing funds are now being deposited electronically versus by check
starting in October. Treasurer Stevens also shared with the board a letter from the bank stating
that they will be charging a fee for the NSF for the Road Fund account. Due to the transfer of
funds from general to roads was not completed in time by the clerk the road checks bounced
causing the NSF.
