M-21, Ovid, MI Tuesday, April 13, 2021 at 7:00 pm REGULAR MEETING Call to Order: Supervisor Herendeen called the meeting to order at 7:00 pm. Board Members Present: Supervisor Michael Herendeen, Clerk Susan Tomasek Swan, Treasurer Carolyn Stevens-Absent, Trustee Jeff Swan, and Trustee Gene Ruess Guests Present: 7 guests were present: Colleen Ruess, Deputy Clerk, Jill Ruess, Deputy Treasurer, Ken Williams, Mrs. Williams, Marlene Webster, Dick Semans, and Mark Holley (arrived at 7:44 pm) Scheduled Comments: Marlene Webster-Commissioner-American Recoveries Act-money coming into community-the money potentially can reduce the MERS. Public Comments: Opened at 7:04pm Closed at 7:16pm Ken Williams-Owosso Speedway Owner-asking about rezoning (B2) questions that the board has, he has talked with Pete Preston-Planning Commission from the county. Goals of the rezoning would address special use issues and increasing the number of nights/other events. Motion to Approve Agenda: Clerk Susan Tomasek Swan made a motion to approve the agenda as presented. Trustee Gene Ruess seconded the motion. Voice Vote: Ayes: All Nays None Carried Motion to Approve Minutes: Clerk Susan Tomasek Swan made a motion to approve the March 9, 2021 minutes as presented. Trustee Jeff Swan seconded the motion. Voice Vote: Ayes: All Nays: None Carried Motion to approve Bills Clerk Susan Tomasek Swan made a motion to approve bills from General Funds in the amount of $5,905.58 with checks #5464-5477 and 1 EFTS. Trustee Gene Ruess seconded the motion. Roll Call Vote: Ayes: Tomasek-Swan, J. Swan, Ruess, Herendeen Nay: None Absent: Stevens Carried Communications: MTA- Met at the Caledonia Township Hall. Short meeting. Next meeting May 4th, 2021. Location TBD. County vaccines were discussed. There is a website to schedule a vaccine appointment. Library- Meeting tomorrow. Major roof issues, the board is getting bids. People are allowed to use the library. Clerk Tomasek-Swan will email Library minutes to board. OMESA- Flashing light out on Baese Court. Flash when there is an emergency call. Having a problem getting volunteers to come onto the department. Next meeting April 27th, 2021. Clerk- Safe driving by Par Plan Virtual MTA Conference Zoning Communications: Discussion during Public comments from owner Ken Williams. Lawsuit- Neighbor dispute on Baldwin Road. Listed county and township as interested party. Township and County have been dismissed from the case. MAGNET- request from them to donate. Business 1. Office Manager- Supervisor has started drafting motion for the position. Issue tabled until May meeting. 2. Roads- New potential 2021 Projects and costs. Elmar Heights Subdivision, Gravel roads-Austin, Shaftsburg, Dewey, and Leland. Trustee Gene Ruess makes motion to accept 2021 Road projects. Trustee Jeff Swan seconded the motion. Includes signing contracts to start projects. Roll Call Vote: Ayes: Tomasek-Swan, J. Swan, Ruess, Herendeen Nay: None Absent: Stevens Carried 3. Auditors- Finished up fiscal year. None audit year. Clerk Tomasek-Swan reached out to another Auditor. Estimate of cost is $1200 to do the F65. Supervisor Herendeen motions to sign contract with current Auditor. Swan, Ruess, Herendeen Nay: None Absent: Stevens Carried Assessor- 7 veteran applications. 1 person came to the Board of Review. Assessor submitted completed minutes from the Board of Review. Assessor needs board approval to allow a split out 2-acre parcel of a parent parcel on McBride Road. County has already approved the split. All surveying has been done is 2008. Swan, Ruess, Herendeen Nay: None Absent: Stevens Carried Final Comments: Opened at 7:52pm Closed at 7:56pm Trustee Gene Ruess questioned Assessor on how he thought the Board of Review went. Assessor said the board of review did a great job. Assessor states that the MTA training that was given was not accurate in the information the Board of Review needed. Virtual board of reviews are being disputed and are now in lawsuits. Meeting dates were reviewed.
