Regular Meeting

Tuesday, April 12, 2022 at 7:00 pm
Call to Order:
Supervisor Swan called the meeting to order at 7:00 pm.
Board Members Present:
Supervisor Jeffery Swan, Clerk Susan Tomasek Swan, Treasurer Carolyn Stevens, Trustee Greg Atwood
and Trustee Gene Ruess
Guests Present: Eight Guests were present; Jill Ruess, Deputy Treasurer, Shawn Dilts, Deputy Clerk,
Marlene Webster, County Commissioner, Gary Kiger, Mark Holley, Township Assessor, Tricia Runyan,
Claude Wilson, and Kevin Litweller
Scheduled Comments:
Marlene Webster County Commissioner District 1 report: There is a bid for 4 million dollars to repair the
court house, not sure if ARPA monies will be used. The county was a part of an Opioid class action
settlement and won a $80,000 a year for the next 18 years. Still working on bonding the MERS liability
since the payment is ballooning. Bonding will keep the payment at a consistent amount. Trying to make it
so the MERS Liability won’t bankrupt the county. Greg Bordeur has a financial background and will help
make the county fiscally sound. The county can only bond 80 to 90 percent but the amount would be less
than the current ballooning payment. Jail status: The roof has been repaired and are looking into possibly
using ARPA funds to make it safer for the officers. The money from rented out beds goes back into the
sheriff budget.

Tricia Runyan spoke (on behalf of the group of Claude Wilson and Kevin Litweller) about the McBride and
Carland road regarding the gravel pit trucks driving down the McBride Road versus Carland Road. She
spoke to county and was told to consult with the township and have the township can talk to county. The
group of residents are asking if they can at least speed limit sign put up. Kevin Litweller asked about chip
sealing or paving the roads. Tricia stated a concern about speed of the trucks going the village area.
Supervisor Swan stated he would take it up with county regarding a speed limit sign in that area. Tricia
also expressed concern of McBride and Baldwin Road with pooling water.
Motion to Approve Agenda:
Trustee Atwood made the motion to amend the agenda with the addition of Audit and Auditors, Magnet,
and Landscaping. Treasurer Steven seconded the motion.

Treasurer Steven made a motion to approve the March 8,2022 minutes as presented. Clerk Tomasek
Swan seconded the motion.

Motion to approve Bills
Treasurer Stevens made a motion to approve bills from General Funds in the amount of $10,612.74 with
checks #5678-5702 4EFTs and Emergency Fund $80,472.36 check# 1045 and the account transfer
$350.00 from the Emergency Fund to the General Fund bank account. Trustee Atwood seconded the
motion.

Communications:
MTA- Sheriff BeGole is running for state representative. There is a tree shortage. The veterans are
redoing the Griffin Hall. There has been an increase of crime in the county. Shiawassee Search and
Rescue team is looking for volunteers. Supervisor Swan said he has volunteer. To volunteer, go to
ShiawasseeCounty.gov to find the search and rescue volunteer form.
Library- Youth group project of a “little library” with food for people in need to take. There was vandalism
done to the library shed.
OMESA- The township has submitted the milage verbiage to the county for emergency service for the
August the ballot. The new radios are being tested and concerns regarding the treasurer and getting him
set up with a workable accounting system. The computer that was out there was not working. OMESA is
in the process of getting a computer. The fire association has approved getting a $2,000.00 printer for.
Clerk- Redistricting- voter ID cards and master card will need to be reprinted and mailed. Cler will be in
office April 19 until 4 pm.
Assessor- Board of Review minutes were received and Mark Holley review the board of review meeting
actions. Holley speculates the audit will take about 15-20 minutes. The education of BOR members has to
signed and attached to the tax rolls. Mark is not going into the field except for improvements and new
builds. Mr. Holley stated nothing to report until July.
Business:
1. Assessor Contract and Information- Supervisor Swan reviewed the packet of the previous
contract with Mr. Holley and the current contract plus a list of area assessors pay scale. The
board will revisit the contracts next month.
2. Revised Road Proposals
Clerk Tomasek Swan made a motion to rescind March 8, 2022 motion for road projects and
approve the new bid of road projects in an amount of $158,968.25 and approve Supervisor Jeff
Swan to sign and execute all contracts with the Shiawassee Road Commission. Treasurer Stevens
seconded the motion.

3. Driveway update Gene Ruess will look into this week while he is off from work. This item will be
revisited on next month agenda.
4. ARPA filing April 30 deadline. Discussed loss of revenue for the ARPA fund and the board
discussed different projects that could be used for ARPA funds.
Trustee Atwood made a motion to use what funds can be used as Revenue Replacement. Trustee
Ruess seconded the motion.

5. Appoint Shawn Dilts as Deputy Clerk Clerk Tomasek Swan announced the appointment of Shawn
Dilts as Deputy Clerk.
6. Audit/Auditors Trustee Atwood made the motion to authorize the clerk, Susan Tomasek Swan, to
sign the Letter of Engagement with Maner Costerisan. Trustee Ruess seconded the motion.

7. Magnet Supervisor Swan read the letter from Magnet. The agency receives monies from the
county. The other issue is the township can not “donate” money. The township would have to
have a contract that has them (Magnet) provide a service.
8. Landscaping Trustee Ruess explained that the stumps are ground down so now he can get a skid
steerer to level off the area around the township and put grass seed down.
Trustee Atwood made a motion to approve up to $800.00 for Gene Ruess for labor, rental,
supplies. Treasurer Stevens seconded the motion.
