M-21, Ovid, MI Tuesday, December 13, 2022 at 7:00 pm REGULAR MEETING Call to Order: Supervisor Swan called the meeting to order at 7:00 pm. Board Members Present: Supervisor Jeffery Swan, Clerk Susan Tomasek Swan, Treasurer Jill Ruess, Trustee Greg Atwood and Trustee Gene Ruess Guests Present: Guests were present: Shawn Dilts, Deputy Clerk; Gary Kiger; Mark Darling; Marlene Webster, county commissioner; Mike Herendeen, Deputy Supervisor; Mark Holley, assessor; Scheduled Comments: 1. Commissioner: Updates from the county. Board made recommendation to hire Adam Stacey for county coordinator; Doug Chapman is the newly appointed Sheriff; passing balanced budget, 2023 is fine but there is concern for the 2024 budget. The courthouse is still on schedule for the updates for summer of 2023. The project is anticipated to last 4-6 months. The status of the jail remains unchanged. Supervisor Swan seconded the motion. Carried on Voice Vote Motion to Approve Minutes: Clerk Tomasek-Swan made a motion to accept the November 15, 2022 minutes as presented. Treasurer Ruess seconded the motion. Carried on Voice Vote Motion to approve Bills Clerk Tomasek-Swan made a motion to approve bills from General Funds in the amount of $11,608.32 with checks #5850-5865 1 EFTs and approve the check to the City of Owosso for ambulance service for $1,132.50 when it is received. Treasurer Ruess seconded the motion. The budgets for 2024 were discussed. Library- Clerk Tomasek-Swan reports that By-laws were approved. Meeting minutes will be included in next month’s meeting. OMESA- Supervisor Swan reports that he signed the form for the auditors. Budget is good. Trustee Atwood reported on staffing successes. There continues to be an increase in the number of runs for the year. The new treasurer is onboarding. Clerk- Clerk Tomasek-Swan getting ready for FY 23-24, Reviewed Budget, IRS letter, Election Update Assessor- No comments Business: 1. Appointment of 2023 BOR Members- Clerk Tomasek-Swan made a motion to appoint Mark Darling, David Sovis, Randy Rasmussen to the 2023 Board of Review. Treasurer Ruess seconded the motion. Carried on Voice Vote 2. Cemetery Sign Clerk Tomasek-Swan presented information on section signs. The cemetery has 3 sections and each section will need multiple signs total of 8 signs. Trustee Atwood will consult with local sign shops to explore their inventory options and costs. 3. Amazon Business Account Clerk Tomasek-Swan is suggesting that the township establish a business account so that the tax-exempt status can be utilized. It is a cost of $179 per year. Trustee Atwood made a motion to establish an Amazon Business Account for a year to be evaluated in December 2023. Treasurer Ruess seconded the motion. Carried on Voice Vote 4. Driveway Update and timeline: Trustee Ruess is coordinating with contractors. The goal is for it to be completed by August 15, 2023. 5. Camera on drop box Clerk Tomasek-Swan is requesting that a camera be placed to observe the drop box now that it is being utilized for tax payments. Treasurer Ruess has made a motion authorizing Supervisor Swan to purchase a camera up to a cost of $250. Trustee Atwood seconded the motion. Carried on Voice Vote 6. Other Pending Matters The cemetery headstone issue discussed at previous month’s meeting has been resolved. Trustee Ruess will be obtaining a burn permit for the brush pile.
