M-21, Ovid, MI Tuesday, November 14, 2023 at 7:00 pm REGULAR MEETING Call to Order: Supervisor Swan called the meeting to order at 7:00 pm. Board Members Present: Supervisor Jeffery Swan, Clerk Jamie Aldrich, Treasurer Jill Ruess, Trustee Greg Atwood and Trustee Gene Ruess Guests Present: Guests were present: 5 Caroline Wilson, David Wilson, Mark Holley, Mike Herendeen, Gary Kiger. Scheduled Comments: None Public Comments: Opened at 7:01 pm Closed at 7:10 pm Caroline, brought us new county directory’s. Spoke about CPL fingerprinting being done at the clerks office at the county. Red Flag Law. Talked about the 9 day early voting. Applied for a grant to help with the early voting expenses. Advocating for per diem for clerks and deputy clerk in even years. Gary, had missed a meeting and wanted to know when we got a new clerk. Discussed changes withing the board. Motion to Approve Agenda: G. Ruess made a motion to approve agenda as amended. Seconded the motion. G. Atwood Voice Vote: Ayes: All Nays None Carried Motion to Approve Minutes: G. Atwood made a motion to approve with correction the October 2023, minutes. Remove Caroline and put Jill Ruess as Treasurer. J. Ruess seconded the motion. Meetings moved to every other month Library- G. Atwood spoke about library, they had a flood they need to make repairs to floors, paint walls. OMESA- Update resolutions at last meeting. Clerk- Supervisor- Spoke about website updates. Assessor- Poverty Exemption. He will add the resolution number 2023-05. State changed Veteran exemption rules, they will go out immediately. Business: 1. MTA Online subscription. Essential Package $750.00 yr. Plus package $1,000.00 yr. Premium package $1,900.00 yr. Motion made by G. Clerk Office Equipment: Update computer/laptop get scanner that connects directly to laptop. Motion made by G. Atwood to approve up to $1,000.00 for new laptop and scanner. J. Ruess 2nd motion. Voice Vote: Ayes: All Nays None Carried 3. Cemetery Fees and Rules- Supervisor suggested we go over policy as a board. 4. Insurance- Burnham & Flowers- Discussion to add terrorism coverage for an additional $47.00 5. Ballot Box Update- Jeff will mount camera 6. New Township Hall- Wait until after holidays to revisit this. 7. Proposal for Monroe Lawn Care & Snow Removal Motion made by J. Ruess to approve Snow plowing services for 2023-2024 season. J. Atwood to approve township meeting dates for 2024 2nd by J. Swan Voice Vote: Ayes: All Nays None Carried Final Comments: Opened at 8:07 pm Closed at 8:13 pm G. Atwood, spoke about new bill being signed in to allow state to approve solar and wind without local government having any say. Township will lose tax revenue, that money will go to state. M.
