M-21, Ovid, MI Tuesday, April 14, 2026 at 7:00 pm REGULAR MEETING Call to Order: Supervisor Herendeen called the meeting to order at 7:00 pm. Board Members Present: Supervisor Michael Herendeen, Clerk Jamie Aldrich, Treasurer Jill Ruess, Trustee Gene Ruess, and Trustee Ronald Powell Guests Present: Guests were present: Gary Keiger, Carl Chalker, Jodi Medina, Carrie Meisel, Mr. Buck, Addi Vincent, Jeff Swan, Matt Tribfelner, Josh Haley. Scheduled Comments: Scheduled Comments: Commissioner, Josh Haley, Public safety meeting they approved an assistant prosecutor. Jury board appointed a new rep. Hired two new correction employees. The emergency services fund will bottom out in three years if they do not increase to $3.00, current surcharge is $2.65. It has been used for a project for a 911 tower, we have lost lines in the county as well. They are trying to avoid lay offs and not doing projects that need to be done. The county will have this on the ballot in August 2026. We currently only have 2 working towers and we should have 3. Spoke about the need for this, it is not a luxury it is a necessity. Jamie asked about other ways this could be fulfilled, the only other way would be a millage and that is something they don’t want to do. Looking to build another tower in the next 5 years. Geno asked if we can rent space on the tower to help pay for it. He will ask at tomorrows meeting. Public Comments: Opened at 7:14 pm Closed at 7:22 pm Mr. Buck, concerned about the culvert on Hibbard Rd. he would like to know why we put a tile in. The board let him know this was a replacement of an existing culvert. The county told us they will be fixing this in the spring. Jeff Swan was contacted by Owosso TWP. they are looking to put in an emergency alert siren. Jeff told them to get us more information so that we can discuss this as a board. They are looking into some grants for this project. This is something they are looking to do in the next few years. Motion to Approve Agenda: J. Aldrich made a motion to approve agenda. J. Ruess seconded the motion with the addition of discussion of the ballot language for emergency services. Ruess made a motion to approve bills Total General Fund Cks 6595-6616 in the amount of $12,259.79 and Eft’s for $1,994.43 For a total amount $14,254.22. M. Herendeen seconded the motion. Ruess- Yes Communications: MTA- No meeting, Herendeen did talk to Sciota township he is waiting to see if they will do the Hibbard Rd. Library- Not a lot of business other than change in lawn contract. Waiting for information on that. OMESA- Hired Nate Pease to replace chief. Did not hire new captain. Clerk- Election workers have been approved, reminder that we have meeting with auditor on 4- 28 at 9am Assessor-Absent Treasurer- Business: 1. Ballot language discussion. Re-printed all millage resolutions again for the supervisor. Jamie let them know this needs to be to her before May 12" to be out on the August election. Old Business: 1. New Hall-We have not heard back from the contractors yet on the driveway quotes. Over the next month or two we would like everyone to give us a list of needs and wants. Geno spoke about wanting more lanes. 2. Splitter and furnace were both serviced. 3. We let Matt know that we were approved to purchase gravel for the driveway, he said he will let us know when to order it. 4. Ambulance contracts follow up from last meeting. New bill is in, it is $37,591.33. This will go up next year. Final Comments: Time Opened 7:51 Time Closed 7:56 Gary asked who Kevin Lenkart is. He said that Owosso has never answered a call to the racetrack.
